जिले के 360 गाँवों में जल जीवन मिशन के तहत पेयजल आपूर्ति का कार्य पूरा हो चुका है और सभी घरों तक नल कनेक्शन पहुँच गए हैं। हालांकि, अब कई स्थानों पर पाइपलाइन की मरम्मत की आवश्यकता सामने आने से योजना के रखरखाव को लेकर चिंता बढ़ गई है।
जिले के 360 गांवों में जल जीवन मिशन के तहत पेयजल आपूर्ति का कार्य पूरा कर लिया गया है। अब इन सभी गांवों में उपभोक्ताओं के घरों तक नल कनेक्शन पहुंच चुके हैं। गांवों में पेयजल की आपूर्ति सुनिश्चित करने के उद्देश्य से शुरू की गई यह योजना अपने लक्ष्य तक तो पहुंच गई है लेकिन अब इसका रखरखाव बड़ा सवाल बनकर सामने आया है। कई गांवों में जल जीवन मिशन के तहत बिछायी गयी लाइन मरम्मत मांगी रही है।
जिले के 360 गांवों में जल जीवन मिशन के तहत किए गए कार्यों के वार्षिक रखरखाव के लिए करीब 42 करोड़ रुपये की आवश्यकता है। इसमें पेयजल लाइनों की मरम्मत, पंपिंग स्टेशन की देखरेख, उपकरणों का रखरखाव, मोटरों की सर्विसिंग और पाइपलाइन के रिसाव जैसी समस्याओं के निवारण पर खर्च होना है। समस्या यह है कि जल जीवन मिशन केंद्र सरकार की योजना है और जल संस्थान को केवल कनेक्शन लगाने और निर्माण कार्यों का दायित्व दिया गया था।
कोई स्पष्ट नीति नहीं
केंद्र सरकार की ओर से भी इस विषय में कोई स्पष्ट नीति जारी नहीं की गई है, जिससे जल संस्थान दुविधा में फंसा हुआ है। वर्तमान में कई स्थानों से उपभोक्ताओं की ओर से पेयजल लाइनों के क्षतिग्रस्त होने, दबाव कम होने और रिसाव जैसी शिकायतें सामने आ रही हैं लेकिन जल संस्थान के पास रखरखाव का अधिकार न होने के कारण अधिकारी भी सीमित भूमिका में हैं। ऐसे में उपभोक्ताओं को समय पर समाधान नहीं मिल पा रहा है।
जल संस्थान के अधिशासी अभियंता विपिन चौहान ने बताया कि हमारे पास निर्माण कार्य का जिम्मा था लेकिन रखरखाव की कोई व्यवस्था नहीं है। आने वाले समय में रखरखाव मुश्किल हो जाएगा। जल जीवन मिशन के तहत बिछाई गई पेयजल लाइनों का समय-समय पर निरीक्षण और मरम्मत न होने से भविष्य में रिसाव, जल गुणवत्ता में गिरावट और सप्लाई बाधित होने जैसी समस्याएं हो सकती हैं।
