मुख्यमंत्री ने कहा कि आज प्रधानमंत्री जी जहाँ एक ओर ‘स्वदेशी अपनाओ’ के मंत्र के साथ आत्मनिर्भर भारत के संकल्प को सशक्त बना रहे हैं। वहीं नेक्स्ट जनरेशन जीएसटी सुधारों के माध्यम से नागरिकों को राहत प्रदान करने के साथ-साथ हमारे स्थानीय उद्योगों और व्यापारियों को भी एक नई ऊर्जा प्रदान कर रहे हैं। प्रधानमंत्री जी के दूरदर्शी नेतृत्व में हमारी सरकार भी उत्तराखंड में औद्योगिक विकास की दिशा में निरंतर कार्य कर रही है। हमारी सरकार ने राज्य में निवेश को बढ़ावा देने के लिए वर्ष 2023 में ग्लोबल इनवेस्टर्स समिट का आयोजन किया। हमारे लिए अत्यंत गर्व का विषय है कि हमें इस समिट के अंतर्गत प्राप्त हुए 3.56 लाख करोड़ रुपए से अधिक के निवेश समझौतों में से लगभग 1 लाख करोड़ रुपए के निवेश प्रस्तावों को धरातल पर उतारने में सफलता मिली है। हमने राज्य में निवेशक केंद्रित नीतियों, बुनियादी ढांचे, कुशल जनशक्ति और सुशासन के द्वारा स्वस्थ निवेश वातावरण की उपलब्धता सुनिश्चित की है। पहले राज्य में मैनुफ़ैक्चरिंग युनिट लगाने के लिए अलग-अलग विभागों से विभिन्न प्रकार की स्वीकृतियां लेनी पड़ती थी जिसमें बहुत समय लगता था। इस समस्या के समाधान के लिए हमने जहां एक ओर उद्योगों की लाइसेंसिंग प्रोसेस को आसान बनाते हुए सिंगल विंडो सिस्टम की व्यवस्था में सुधार किया,वहीं औद्योगिक नीति, लॉजिस्टिक नीति, स्टार्टअप नीति और MSME नीति सहित 30 से अधिक नीतियां लाकर राज्य में उद्योगों को बेहतर माहौल उपलब्ध कराने का प्रयास भी किया।इसके साथ ही, विनिर्माण क्षेत्र में बड़े उद्यमों को प्रोत्साहित करने के लिए हमारी सरकार ने राज्य में मेगा इंडस्ट्रियल पॉलिसी भी लागू की है। इसके अलावा जहां हम स्टार्टअप को इनक्यूबेशन सुविधा उपलब्ध कराने के उद्देश्य से 60 करोड़ रुपए की लागत से विश्वस्तरीय यू-हब की स्थापना कर रहे हैं, वहीं, उन्हें आसानी से फंड उपलब्ध कराने हेतु 200 करोड़ रुपए के वेंचर फंड की स्थापना भी की गई है। यही नहीं, राज्य में निवेश प्रोत्साहन के लिये यूके-स्पाईस नाम से निवेश प्रोत्साहन एजेंसी स्थापित कर निवेशकों को समर्पित “निवेश मित्र” की सुविधा उपलब्ध कराई जा रही है।
मुख्यमंत्री ने कहा कि हमने जहां एक ओर काशीपुर में अरोमा पार्क, सितारगंज में प्लास्टिक पार्क, काशीपुर में इलैक्ट्रॉनिक्स मैन्यूफैक्चरिंग क्लस्टर, पंतनगर में मल्टीमॉडल लॉजिस्टिक पार्क की स्थापना की है, वहीं, MSME क्षेत्र के उद्यमियों को प्लग एंड प्ले मॉडल पर उद्यम स्थापना हेतु SIDCUL द्वारा रुद्रपुर, सेलाकुई और हरिद्वार में कम लागत वाली फ्लैटेड फैक्ट्रियाँ भी तैयार की जा रही हैं। इतना ही नहीं, हम किच्छा फार्म में हजार एकड़ से अधिक भूमि पर एक स्मार्ट इंडस्ट्रियल टाउनशिप विकसित करने की दिशा में भी कार्य कर रहे हैं। इसके अतिरिक्त, हम औद्योगिक क्षेत्र में कार्य करने वाले लोगों को सुविधाजनक आवास सुलभ कराने हेतु “रेंट बेस्ड एकोमोडेशन” सुविधा भी विकसित कर रहे हैं।आज हमारी पहल “हाउस ऑफ हिमालयाज ब्रांड” राज्य के सभी आर्गेनिक उत्पादों को एक अम्ब्रेला के नीचे लाने में कारगर सिद्ध हो रही है।इसके अंतर्गत, राज्य के विभिन्न उत्पादों की जीआई टैगिंग कर विश्व स्तरीय पहचान दिलाने का कार्य किया जा रहा है। राज्य की महिला स्वयं सहायता समूह द्वारा बनाए गए उत्पाद वैश्विक पहचान बना रहे हैं | हमारी सरकार राज्य में मिनिमम गवर्नमेंट, मैक्सीमम गवर्नेंस की अवधारणा को मूर्त रूप देने का प्रयास कर रही है। हमनें मुख्यमंत्री स्वरोजगार योजना के माध्यम से राज्य में 10 हजार से अधिक नए उद्यमियों को लाभान्वित किया गया है। आज हम प्रदेश में 260 से अधिक व्यावसायिक सेवाओं को पूर्णतः ऑनलाइन उपलब्ध करा रहे हैं। इससे उद्यमियों को विभिन्न विभागों के चक्कर लगाने की आवश्यकता नहीं रह गई है और व्यवस्था में पारदर्शिता तथा गति दोनों सुनिश्चित हुई है।
