कैबिनेट के फैसले से लंबे समय बाद कर्मचारियों को दो बड़ी राहत, इलाज होगा सरल, बोनस भी मिलेगा
मंत्रिमंडल ने कर्मचारी राज्य बीमा योजना (ईएसआई) के अंतर्गत चिकित्सा सेवा संवर्ग के चिकित्सा अधिकारियों और उच्चतर पदों की सेवा-शर्तों के निर्धारण के संबंध में महत्वपूर्ण निर्णय लिया है।
धामी कैबिनेट ने ईएसआई से जुड़े और कारखानों में काम करने वाले कर्मचारियों को बड़ी राहत दी है। एक ओर जहां उनके इलाज के लिए अब चिकित्सकों की कमी नहीं होगी तो वहीं उन्हें अब पूरा बोनस भी मिल सकेगा।
मंत्रिमंडल ने कर्मचारी राज्य बीमा योजना (ईएसआई) के अंतर्गत चिकित्सा सेवा संवर्ग के चिकित्सा अधिकारियों और उच्चतर पदों की सेवा-शर्तों के निर्धारण के संबंध में महत्वपूर्ण निर्णय लिया है।
उत्तराखंड कर्मचारी राज्य बीमा योजना, श्रम चिकित्सा सेवा नियमावली, 2026 को प्रख्यापित किया गया है, जिसके तहत कुल 94 पद होगें। इनमें 76 चिकित्सा अधिकारी, 11 सहायक निदेशक, छह संयुक्त निदेशक और एक अपर निदेशक का पद शामिल है। इससे पहले, ईएसआई के ढांचे में एक सीएमओ और 13 चिकित्सा अधिकारी के पद शामिल थे। इस कारण लगातार चिकित्सकों की कमी बनी रहती थी। वहीं, पदोन्नति में भी परेशानी थी।
दूसरी ओर, कोविड-19 वैश्विक महामारी के दौरान उद्योगों को राहत प्रदान किए जाने के उद्देश्य से बोनस संदाय (उत्तराखंड संशोधन) विधेयक 2020 के अंतर्गत यह प्रावधान किया गया था कि नियोजक के पास आवंटनीय अधिशेष उपलब्ध होने की स्थिति में ही कर्मचारियों को न्यूनतम बोनस का भुगतान किया जाएगा। इस विधेयक में किए गए प्रावधानों पर केंद्रीय श्रम एवं रोजगार मंत्रालय ने असहमति व्यक्त की।
साथ ही वर्तमान में कोविड-19 महामारी जैसी परिस्थितियां विद्यमान न होने व गृह मंत्रालय की ओर से प्रस्तावित विधेयक को राष्ट्रपति की अनुमति के बिना विधायी एवं संसदीय कार्य विभाग को उपलब्ध कराए जाने के कारण विधेयक को आगे बढ़ाया जाना संभव नहीं हो पाया। लिहाजा 2020 का एक्ट वापस लिया जाएगा। इसके बाद केंद्रीय एक्ट के तहत सभी कर्मचारियों को न्यूनतम बोनस का भुगतान अनिवार्य हो जाएगा।
