त्रिवेंद्र सिंह रावत के काल में सरकार के प्रवक्ता एवं प्रभावशाली मंत्री के रूप में उभरे कौशिक हरिद्वार शहर विधानसभा सीट से अपराजेय विधायक रहे हैं। उस समय इनके माध्यम से जातीय संतुलन साधने की बात की गई। बाद में जब पुष्कर सिंह धामी को लाया गया तब इस संतुलन को जातीय के साथ-साथ क्षेत्रीय आधार पर भी परिभाषित किया जाने लगा। धामी कुमाऊं मंडल के ठाकुर तो कौशिक गढ़वाल मंडल के हैं। उत्तराखंड में राजनीतिक दल जाति एवं क्षेत्र के खांचों से बाहर नहीं आ पा रहे हैं, जबकि आम मतदाता के पैमाने ज्यादा तर्कसंगत होते हैं।
धामी के नेतृत्व में विधानसभा चुनाव लड़ा गया तो भाजपा को 47 सीटों के साथ सुविधाजनक बहुमत मिल गया। हालांकि पिछली विधानसभा की तुलना में 10 विधायक कम आए। जब संगठन में उनके समर्थक कौशिक के सिर जीत का सेहरा सजा रहे थे तो उनके विरोधियों ने पार्टी नेतृत्व का ध्यान उनके गृह जनपद की ओर खींचा। हरिद्वार जिले की 11 विधानसभा सीटों में से भाजपा केवल तीन पर ही जीत हासिल कर सकी। पिछली विधानसभा में हरिद्वार से भाजपा के आठ विधायक बैठते थे। प्रदेश अध्यक्ष के गृह जनपद में पांच सिटिंग विधायकों का हार जाना भाजपा नेताओं के लिए चिंता का विषय बना, लेकिन पार्टी नेतृत्व ने त्वरित कार्रवाई से परहेज किया।

भाजपा के भीतर लंबे समय तक चले इसी चुनावी विमर्श के बाद पार्टी हाईकमान ने प्रदेश अध्यक्ष के रूप में मदन कौशिक को बनाए रखने के बजाय महेंद्र भट्ट को यह दायित्व सौंपने का निर्णय लिया। भाजपा में प्रदेश संगठन का नेतृत्व परिवर्तन स्वाभाविक, शांतिपूर्ण एवं सहज ढंग से हुआ। इस परिवर्तन से कोई असहज हुआ तो वह थे कांग्रेस के बड़े नेता और पूर्व मुख्यमंत्री हरीश रावत। नए अध्यक्ष की नियुक्ति पर हरिद्वार में कुछ भाजपाइयों ने लड्डू क्या बांटे, हरदा नाराज हो गए। उन्होंने कहा कि कौशिक भाजपा के वरिष्ठ नेता हैं एवं उनके नेतृत्व में चुनाव लड़ कर ही भाजपा सत्ता में आई है। उन्हें हटाए जाने पर भाजपाइयों द्वारा लड्डू बांटा जाना गलत है। इतना ही नहीं, उन्होंने कौशिक को संघर्षशील नेता होने का प्रमाणपत्र भी दिया। साथ ही याद दिलाया कि जब वह मुख्यमंत्री थे और कौशिक नेता प्रतिपक्ष तो उन्होंने सदन के भीतर एवं बाहर उनकी सरकार को तर्को एवं तथ्यों के आधार पर काफी परेशान किया।
हरदा की राजनीति को समझने वालों को छोड़ दें तो बाकी आम लोगों का उनकी स्पष्टवादिता एवं राजनीतिक तटस्थता पर बागबाग हो जाना स्वाभाविक ही है। कांग्रेस के ही कई समझदार नेताओं का कहना है कि हरदा 2024 में लोकसभा चुनाव में फिर दांव खेलने के मूड में हैं। ऐसे में अगर कौशिक और उनके चाहने वालों की कुछ सहानुभूति मिल जाए तो क्या बुरा है। लालकुआं सीट से खुद हार चुके हरदा हरिद्वार ग्रामीण से भाजपा के सिटिंग विधायक को हरा कर अपनी पुत्री अनुपमा रावत को जिताने में सफल रहे।
जब त्रिवेंद्र सिंह रावत मुख्यमंत्री थे तब भी हरीश रावत कभी-कभार उनकी तारीफ में ट्वीट कर दिया करते थे। हरदा की यह दिलफेंक अदा पुरानी है। उन्हें अच्छी तरह जानने वाले ही बताते हैं कि करीबी भी उन्हें अगर खतरा लगे तो वह कब उसके पर काट देते हैं, पता हीं नहीं चलता। विरोधी भी सुविधाजनक हो तो तारीफ करने से नहीं चूकते।
