उत्तराखंड में ढांचागत विकास, मूलभूत आवश्यकताओं की पूर्ति को दीर्घकालिक मेगा प्रोजेक्ट पर काम किया जाएगा। पुष्कर सिंह धामी सरकार ऐसे पंचवर्षीय प्रोजेक्ट का रोडमैप तैयार कर रही है। वित्त ने सभी विभागों से ऐसे चालू प्रोजेक्ट की अद्यतन प्रगति का ब्योरा और नए प्रोजेक्ट के संबंध में प्रस्ताव मांगा है।

प्रदेश में चारधाम आलवेदर रोड, ऋषिकेश-कर्णप्रयाग रेल लाइन और भारतमाला जैसे महत्वाकांक्षी मेगा प्रोजेक्ट केंद्र सरकार की सहायता से चल रहे हैं। मुख्यमंत्री पुष्कर सिंह धामी युवा उत्तराखंड को ध्यान में रखकर प्रदेश के अवसंरचनात्मक विकास पर जोर दे रहे हैं।
इसे ध्यान में रखकर ही मेगा प्रोजेक्ट पर काम किया जाना है। दरअसल, राज्य में पर्यटन, परिवहन, कृषि, उद्यानिकी के साथ ही लघु, मध्यम एवं सूक्ष्म उद्योग सेक्टर को मजबूत बनाने के लिए बड़े और महत्वाकांक्षी प्रोजेक्ट की आवश्यकता महसूस की जा रही है। इनके बल पर ही भविष्य में उत्तराखंड अपनी आर्थिकी को सुदृढ़ कर सकेगा। साथ में रोजगार और आजीविका के अवसर में वृद्धि का आधार तैयार किया जा सकेगा।
अपर मुख्य सचिव वित्त आनंद बद्र्धन ने बताया कि अगले पांच साल के लिए विभिन्न विभागों को मेगा प्रोजेक्ट के नए प्रस्ताव तैयार करने को कहा गया है। वित्त विभाग की ओर से इस संबंध में विभागों को निर्देश दिए गए हैं।

वर्तमान में चल रहे मेगा प्रोजेक्ट की प्रगति की सूचना भी मांगी गई है। सरकार इन प्रोजेक्ट का अनुश्रवण तो करेगी ही, साथ में इन्हें समय पर पूरा करने के लिए आवश्यक कदम भी उठाए जाएंगे। साथ ही केंद्र सरकार से भी इन प्रोजेक्ट के लिए अतिरिक्त सहायता प्राप्त करने के प्रयास गंभीरता से किए जाएंगे।
राज्य को नहीं लेना पड़ेगा ऋण 594 करोड़ की किस्त मिली

प्रदेश सरकार को फिलहाल बाजार से ऋण नहीं लेना पड़ेगा। केंद्र सरकार ने चालू महीने में राजस्व घाटा अनुदान के रूप में 594.75 करोड़ की किस्त जारी की है।

केंद्र सरकार बीती एक जून को राज्य को जीएसटी क्षतिपूर्ति के रूप में 1449 करोड़ की धनराशि जारी कर चुकी है। बीती 31 मई तक जीएसटी क्षतिपूर्ति का राज्य को भुगतान किया जा चुका है।
इसी तरह हर महीने जारी की जाने वाली राजस्व घाटा अनुदान की किस्त भी दी गई है। राज्य को अभी तक केंद्र सरकार ने 2043.75 करोड़ की राशि मिल चुकी है। इससे पहले चालू वित्तीय वर्ष 2022-23 में बीते अप्रैल और मई माह में भी राजस्व घाटा अनुदान की मासिक किस्त जारी की जा चुकी है। केंद्र से प्रति माह राजस्व घाटा अनुदान की राशि मिलने से राज्य को बड़ी राहत मिली है। जीएसटी प्रतिपूर्ति की बकाया राशि मिलने से राज्य को बाजार से ऋण नहीं लेना पड़ेगा।
