मुख्यमंत्री पुष्कर सिंह धामी ने आज नई दिल्ली स्थित मेजर ध्यान चंद स्टेडियम में आयोजित ‘शब्दोत्सव’ कार्यक्रम के पंचम सत्र ‘धर्मरक्षक धामी’ में प्रतिभाग किया। इस अवसर पर मुख्यमंत्री ने राज्य से जुड़े मुद्दों पर अपने विचार व्यक्त किए।
उन्होंने कहा कि राज्य सरकार देवभूमि उत्तराखण्ड की मूल सांस्कृतिक पहचान, सामाजिक समरसता और विधिसम्मत शासन व्यवस्था को सुदृढ़ करने के लिए संकल्पबद्ध है। उन्होंने बताया कि सरकारी भूमि पर सुनियोजित रूप से अवैध कब्जा करने वाले समूहों के विरुद्ध सख्त कार्रवाई की गई है। इस अभियान के अंतर्गत अब तक 10,000 एकड़ से अधिक सरकारी भूमि को अवैध कब्जों से मुक्त कराया गया है।
मुख्यमंत्री ने शिक्षा के क्षेत्र में राज्य सरकार के निर्णयों की जानकारी देते हुए कहा कि 01 जुलाई, 2026 के बाद केवल वही मदरसे संचालित हो सकेंगे जो राज्य शिक्षा बोर्ड द्वारा निर्धारित पाठ्यक्रम का पालन करेंगे। शिक्षा की गुणवत्ता, पारदर्शिता और बच्चों के भविष्य को ध्यान में रखते हुए अब तक 250 से अधिक ऐसे मदरसों को बंद किया जा चुका है, जो नियमों और मानकों का पालन नहीं कर रहे थे। उन्होंने स्पष्ट किया कि यह निर्णय किसी को निशाना बनाने के लिए नहीं, बल्कि राष्ट्रीय शिक्षा नीति के अनुरूप प्रत्येक बच्चे को गुणवत्तापूर्ण शिक्षा और समान अवसर उपलब्ध कराने के उद्देश्य से लिया गया है।
मुख्यमंत्री ने कहा कि राज्य में किसी भी प्रकार की कट्टरवादी मानसिकता को पनपने नहीं दिया जाएगा और शिक्षा के मंदिर स्थापित किए जाएंगे।
मुख्यमंत्री ने कहा कि विशेष गहन पुनरीक्षण (SIR) का विषय केवल मतदाता सूची तक सीमित नहीं है, बल्कि इससे राज्य की विभिन्न योजनाओं की पारदर्शिता और वित्तीय प्रबंधन भी जुड़ा है। उन्होंने उदाहरण देते हुए कहा कि आयुष्मान योजना के तहत अनुमानित व्यय से कहीं अधिक खर्च सामने आया, जिससे सत्यापन की आवश्यकता और अधिक स्पष्ट हुई।
उन्होंने बताया कि राज्य में पहले ही राशन कार्ड, आधार कार्ड और वोटर कार्ड के सत्यापन की प्रक्रिया प्रारंभ की जा चुकी है और इसका उद्देश्य किसी विशेष वर्ग को लक्षित करना नहीं, बल्कि प्रणाली को दुरुस्त करना है।
‘धर्मरक्षक धामी’ विषय पर विचार रखते हुए मुख्यमंत्री ने कहा कि राज्य सरकार द्वारा किए गए सभी कार्य पूरी तरह विधिसम्मत हैं। उन्होंने बताया कि अब तक लगभग 600 अवैध ढांचों को हटाया गया है, जिनमें किसी प्रकार के वैध अवशेष नहीं पाए गए। उन्होंने कहा कि सरकारी भूमि पर अवैध अतिक्रमण के प्रयासों को सख्ती से रोका गया है। देवभूमि के देवत्व और मूल स्वरूप की रक्षा करना उनकी प्राथमिकता और व्यक्तिगत संकल्प है।
मुख्यमंत्री ने कहा कि प्रधानमंत्री नरेंद्र मोदी के मार्गदर्शन में उत्तराखण्ड में अनेक ऐतिहासिक निर्णय लिए गए हैं। समान नागरिक संहिता, नकल विरोधी कानून, दंगा विरोधी कानून, धर्मांतरण विरोधी कानून व मदरसा बोर्ड को समाप्त कर नया अधिनियम लागू किए गए हैं।
उन्होंने कहा कि राज्य में केंद्र और राज्य सरकार की दो लाख से अधिक विकास योजनाएं संचालित हो रही हैं। मुख्यमंत्री ने बताया कि नीति आयोग द्वारा जारी सतत विकास लक्ष्य (SDG) इंडेक्स में उत्तराखण्ड ने देश में प्रथम स्थान प्राप्त किया है। ईज ऑफ डूइंग बिजनेस में राज्य ‘अचीवर्स’ श्रेणी में रहा है। भारत सरकार के स्टेट माइनिंग रेडीनेस इंडेक्स में उत्तराखण्ड को देश में दूसरा स्थान प्राप्त हुआ है। सिंगल विंडो सिस्टम को भी टॉप अचीवर्स श्रेणी में सम्मानित किया गया है।
पर्यटन क्षेत्र में राज्य की उपलब्धियों पर प्रकाश डालते हुए मुख्यमंत्री ने बताया कि उत्तराखण्ड को बेस्ट वाइल्डलाइफ डेस्टिनेशन और बेस्ट एडवेंचर डेस्टिनेशन के राष्ट्रीय पुरस्कार प्राप्त हुए हैं। राष्ट्रीय पर्यटन पुरस्कार 2024 में जाखोल, हर्षिल, गुंजी और सूपी गांव को सर्वश्रेष्ठ पर्यटन गांव घोषित किया गया।
मुख्यमंत्री ने कहा कि केदारखण्ड और मानसखण्ड, दोनों क्षेत्रों में तीर्थस्थलों का समग्र विकास किया जा रहा है। चारधाम ऑल वेदर रोड, बदरीनाथ मास्टर प्लान, ‘भव्य केदार-दिव्य केदार’ परियोजना, हेमकुण्ड साहिब एवं केदारनाथ रोपवे जैसी परियोजनाएं तेजी से आगे बढ़ रही हैं। मानसखण्ड मंदिर माला मिशन के अंतर्गत कुमाऊं क्षेत्र के प्रमुख मंदिरों के पुनर्निर्माण, सौंदर्यीकरण और कनेक्टिविटी पर कार्य किया जा रहा है।
दिल्ली-देहरादून कनेक्टिविटी पर मुख्यमंत्री ने बताया कि एलीवेटेड रोड परियोजना लगभग पूर्ण हो चुकी है और इसके चालू होने के बाद दिल्ली से देहरादून की दूरी लगभग दो से ढाई घंटे में तय की जा सकेगी। देहरादून शहर में यातायात समस्या के समाधान के लिए रिंग रोड और आंतरिक एलीवेटेड रोड परियोजनाओं पर भी कार्य प्रगति पर है, जिसमें केंद्र सरकार का सहयोग प्राप्त हो रहा है।
मुख्यमंत्री ने कहा कि सही नीयत, दृढ़ संकल्प और पारदर्शी शासन के माध्यम से अंतिम पंक्ति में खड़े व्यक्ति तक सरकारी योजनाओं का लाभ पहुँचाया जा सकता है और राज्य सरकार इसी लक्ष्य के साथ कार्य कर रही है।
