उत्तराखंड में वायु की गुणवत्ता, जल संसाधनों का क्षरण, वनों में परिवर्तन और कचरा प्रबंधन जैसे मुद्दों पर पर्यावरण सांख्यिकी के माध्यम से जानकारी प्राप्त की जाएगी। अर्थ एवं संख्या निदेशालय इस कार्य में जुटा है, जिसका उद्देश्य पर्यावरण संरक्षण को विकास नीति का अभिन्न अंग बनाना है। यह सांख्यिकी नीति निर्माताओं को बेहतर निर्णय लेने में सहायक होगी।
विषम भूगोल और 71.05 प्रतिशत वन भूभाग वाले उत्तराखंड में वायु कितनी स्वच्छ है। यहां के जल संसाधन किस गति से क्षीण हो रहे हैं। वनों के क्षेत्र में किस प्रकार से बदलाव हो रहे हैं। कचरे के उत्पादन एवं प्रबंधन की स्थिति क्या है। ग्रीन हाउस गैसों का उत्सर्जन जलवायु को किस प्रकार प्रभावित कर रहा है।
ऐसे तमाम प्रश्नों को लेकर प्रदेश की पर्यावरण सांख्यिकी से तस्वीर साफ होगी। अर्थ एवं संख्या निदेशालय संबंधित विभागों के सहयोग से तैयार करेगा और इसके लिए कसरत प्रारंभ कर दी गई है।
उत्तराखंड की पर्यावरण सांख्यिकी के सिलसिले में बुधवार को अर्थ एवं संख्या निदेशालय में हुई बैठक की अध्यक्षता करते हुए निदेशक सुशील कुमार ने कहा कि पर्यावरण संरक्षण वर्तमान में केवल एक विकल्प नहीं, बल्कि विकास नीति का अपरिहार्य अंग बन चुका है। बढ़ती आर्थिक गतिविधियों के साथ प्राकृतिक संसाधनों पर दबाव भी तेजी से बढ़ रहा है। ऐसे समय में पर्यावरण सांख्यिकी एक वैज्ञानिक, सटीक एवं विश्वसनीय आधार प्रदान करती है। इससे नीति निर्माताओं को बेहतर निर्णय लेने में सहायता मिलती है।
उन्होंने कहा कि पर्यावरण सांख्यिकी का उद्देश्य केवल आंकड़ों का संग्रहण नहीं, बल्कि यह समझना है कि आर्थिक प्रगति का प्रभाव वायु, जल, भूमि, जैवविविधता तथा जलवायु पर किस प्रकार पड़ रहा है। बैठक में पर्यावरण सांख्यिकी को तीन चरणों में तैयार करने का खाका प्रस्तुत किया गया।
बताया गया कि पहले चरण में विभागों द्वारा उपलब्ध प्रारूपों पर आंकड़े उपलब्ध कराए जाएंगे। द्वितीय चरण में उपलब्ध आंकड़ों के आधार पर आपूर्ति उपयोग तालिका तैयार की जाएगी। तीसरे चरण में वित्तीय आंकड़ों के आधार पर विस्तृत सप्लाई यूज तालिका बनाई जाएगी। बैठक में कृषि, जल संस्थान, सिंचाई, स्वास्थ्य, आपदा प्रबंधन व पशुपालन विभाग के अधिकारी भी उपस्थित रहे।
