शिक्षा विभाग में आठ साल तक जिस शासनादेश से हजारों शिक्षकों को तदर्थ पदोन्नतियां दी गईं, वह आदेश गायब है। मुख्य सूचना आयुक्त राधा रतूड़ी ने इस मामले में शिक्षा महानिदेशक और निदेशक को संबंधित कार्मिकों के खिलाफ विभागीय और कानूनी कार्रवाई का आदेश दिया है। आदेश में कहा गया है कि गायब आदेश को फिर से तैयार किया जाए।

विभाग से सूचना न मिलने पर उन्होंने सूचना आयोग में अपील की। अपील की सुनवाई पर शिक्षा विभाग ने आयोग को बताया कि निदेशालय के बार-बार शिफ्ट होने से पत्रावली गायब हो चुकी है। इस पर मुख्य सूचना आयुक्त राधा रतूड़ी ने अपने फैसले में कहा कि पत्रावली के उपलब्ध न होने से तदर्थ पदोन्नतियों पर सवाल खड़े हो सकते हैं। शिक्षकों को तदर्थ के बाद मौलिक पदोन्नतियां भी दी गईं।
निदेशक और महानिदेशक तीन महीने के भीतर पत्रावली गायब होने के संबंध में शासन को अवगत कराते हुए संबंधित कार्मिकों के खिलाफ विभागीय एवं कानूनी कार्रवाई करें। साथ ही गायब पत्रावली को फिर से तैयार करें। आदेश में यह भी कहा गया है कि अपीलार्थी इस मामले में मुकदमा दर्ज करने के लिए स्वतंत्र है। आदेश की एक प्रति एसएसपी देहरादून को इस अपेक्षा के साथ भेजी जाए कि अपीलार्थी या शिक्षा विभाग की ओर से कोई मुकदमा दर्ज किया जाता है तो वह इस पर नियमानुसार कार्रवाई करें।
