आपदाओं के मानसिक प्रभाव से निपटेगा उत्तराखंड: राज्य में मानसिक स्वास्थ्य सहायता सेवा का शुभारंभ, स्वास्थ्यकर्मियों को दिया जा रहा विशेष प्रशिक्षण
देहरादून, 13 अक्टूबर 2025 — प्राकृतिक आपदाओं से लगातार जूझ रहे उत्तराखंड में अब सरकार ने आपदा प्रबंधन के मानवीय पहलू पर गंभीरता से ध्यान देना शुरू कर दिया है। मुख्यमंत्री श्री पुष्कर सिंह धामी के निर्देश पर स्वास्थ्य विभाग ने आपदाओं के मानसिक प्रभावों से निपटने के लिए एक विशेष मानसिक स्वास्थ्य सहायता कार्यक्रम शुरू किया है।
इस पहल का नेतृत्व स्वास्थ्य सचिव डॉ. आर. राजेश कुमार कर रहे हैं। राज्य मानसिक स्वास्थ्य प्राधिकरण और स्वास्थ्य विभाग, उत्तराखण्ड द्वारा भारत सरकार और निमहांस बेंगलुरू के सहयोग से यह प्रशिक्षण कार्यक्रम आयोजित किया जा रहा है।
तीन चरणों में होगा प्रशिक्षण, 100 स्वास्थ्यकर्मी होंगे प्रशिक्षित
प्रशिक्षण कार्यक्रम को तीन चरणों में आयोजित किया जा रहा है:

पहला बैच — देहरादून

दूसरा बैच — पौड़ी गढ़वाल

तीसरा बैच — नैनीताल
अगले दो महीनों में लगभग 100 स्वास्थ्यकर्मियों को प्रशिक्षित किया जाएगा, जिनमें मनोचिकित्सक, चिकित्सा अधिकारी, सामुदायिक स्वास्थ्य अधिकारी, और काउंसलर शामिल होंगे। यह प्रशिक्षित कर्मी आपदा प्रभावित क्षेत्रों में जाकर पीड़ितों को मानसिक और मनोसामाजिक सहायता प्रदान करेंगे।

“आपदाओं में केवल घर नहीं टूटते, मन भी टूटते हैं। मुख्यमंत्री श्री पुष्कर सिंह धामी के मार्गदर्शन में विभाग अब आपदा प्रबंधन के उस पहलू पर कार्य कर रहा है, जो सबसे अधिक उपेक्षित रहा — मानसिक स्वास्थ्य। हमारा लक्ष्य है कि हर जिले में ऐसे स्वास्थ्यकर्मी हों जो पीड़ितों की भावनात्मक पीड़ा को समझें और उन्हें मानसिक रूप से सशक्त बनाएं।”
निमहांस विशेषज्ञ देंगे ट्रॉमा हैंडलिंग और काउंसलिंग का प्रशिक्षण
निमहांस (NIMHANS), बेंगलुरू के विशेषज्ञ स्वास्थ्यकर्मियों को यह सिखा रहे हैं कि आपदा के समय कैसे:

तनाव, अवसाद, भय और मानसिक आघात से पीड़ित व्यक्ति की पहचान की जाए

पीड़ितों को प्रभावी परामर्श (counseling) दिया जाए

समुदाय में सहयोग एवं सहानुभूति का वातावरण तैयार किया जाए
यह प्रशिक्षित टीम भविष्य में एक राज्यस्तरीय मानसिक स्वास्थ्य आपदा प्रतिक्रिया नेटवर्क (Mental Health Disaster Response Network) का हिस्सा बनेगी।

कार्यक्रम का शुभारंभ महानिदेशक चिकित्सा स्वास्थ्य डॉ. सुनीता टम्टा ने किया। उन्होंने कहा:
