*मुख्यमंत्री ने इस अवसर पर घोषणा की कि महिलाओं और बच्चों के विरूद्ध होने वाली मानसिक और शारीरिक हिंसा की घटनाओं को सक्षम स्तर पर सूचित करते हुए रोकने का प्रयास करने वाले व्यक्ति को महिला सुरक्षा प्रहरी के रूप में जाना जाएगा तथा मुख्यमंत्री द्वारा ऐसे व्यक्ति या समूह को विशेष अवसरों पर सम्मानित भी किया जाएगा। उन्होंने दूसरी घोषणा की कि समाज की कुरीति बाल विवाह की पूर्वसूचना पुलिस को देने वाले या रोकने का प्रयास करने वाले व्यक्ति या संस्था को दस हजार रूपये की राशि से पुरस्कृत किया जाएगा तथा इन कार्यों में विशेष योगदान देने वाले कर्मचारियों व अधिकारियों को भी प्रशस्ति पत्र प्रदान किया जाएगा।* इस अवसर पर मुख्यमंत्री ने महिला सशक्तिकरण एवं बाल विकास के ई-पेपर ‘अपनी वाणी’ का शुभारंभ किया एवं महिलाओं की आत्मरक्षा पर बनी लघु फिल्म का लोकार्पण भी किया। मुख्यमंत्री ने कार्यक्रम के दौरान बाल विवाह को रोकने एवं सामाजिक सरोकारों के लिए उत्कृष्ट कार्य करने वालों को प्रशस्ति पत्र देकर सम्मानित भी किया।
मुख्यमंत्री ने देवभूमि उत्तराखण्ड की समस्त नारीशक्ति को नमन करते हुए महिला सुरक्षा सप्ताह कार्यक्रम की शुभकामनाएं दीं। उन्होंने कहा कि किसी समाज या राज्य की रीढ़, उसकी सशक्त महिलाएं ही हैं। यदि किसी राज्य की नारी शक्ति प्रगति कर रही है तो उस राज्य का विकास सुनिश्चित है, उसे कोई रोक नहीं सकता। उत्तराखण्ड के निर्माण में महिलाओं ने अपना विशेष योगदान दिया है। एक ओर जहां प्रदेश की मातृशक्ति ने पूरे समाज को विपरीत परिस्थितियों में जीना सिखाया, जूझना सिखाया, वहीं दूसरी ओर हर परिस्थिति में जीतना भी सिखाया है। राष्ट्र-निर्माण में महिलाएं, पुरुषों के साथ कंधे से कंधा मिलाकर महत्वपूर्ण भूमिका निभा रही हैं। उन्होंने कहा कि हमारी सनातन संस्कृति में कहा गया है जहां नारियों की पूजा होती है, वहां देवता निवास करते हैं। परंतु कालांतर में आक्रांताओं के प्रभाव के कारण समाज का महिलाओं के प्रति दृष्टिकोण बदल गया,इसका परिणाम महिलाओं के साथ किए जाने वाले अपराधों के रूप में सामने आया। परंतु अब समय आ गया है कि महिलाओं के खिलाफ अपराध करने वालों के मन में भय पैदा किया जाय। ऐसे लोगों को ऐसा दंड मिले कि ऐसा घृणित अपराध करने से पहले इसके परिणाम के बारे में सोचकर उनकी रूह कांप जाए।
मुख्यमंत्री ने कहा कि प्रधानमंत्री नरेंद्र मोदी जी के नेतृत्व में केंद्र तथा राज्य सरकार महिला सशक्तिकरण के लिए मिलकर सभी प्रकार के प्रयत्न कर रही हैं। महिलाओं को होम-मेकर के साथ – साथ नेशन-मेकर के रूप में आगे बढ़ना होगा, तभी सही अर्थों में राष्ट्र का विकास संभव हो पायेगा। प्रधानमंत्री श्री नरेंद्र मोदी जी के नेतृत्व में हमारा निरंतर प्रयास है कि महिलाओं के जीवन स्तर को जितना अधिक हो सके उतना ऊपर उठाया जा सके। इसी प्रक्रिया के अंतर्गत राज्य सरकार ने सरकारी नौकरियों में महिलाओं को 30 प्रतिशत आरक्षण देने के साथ ही ‘मुख्यमंत्री नारी सशक्तिकरण योजना‘, मुख्यमंत्री महालक्ष्मी योजना, मुख्यमंत्री वात्सल्य योजना, मुख्यमंत्री आंचल अमृत योजना, लखपति दीदी योजना, महिलास्वयं सहायता समूहों को मजबूती प्रदान करने और पोषण अभियान जैसी योजनाएं प्रारंभ की हैं। शिक्षा का क्षेत्र हो, खेल का क्षेत्र हो या फिर सामाजिक न्याय की बात हो, हर क्षेत्र में महिलाओं को शक्ति संपन्न बनाने के लिए निरंतर प्रयास किये जा रहे हैं।
मुख्यमंत्री ने कहा कि हमारी डबल इंजन की सरकार द्वारा बनाई जाने वाली नीतियों में महिलाएं हमेशा प्राथमिकता पर रही हैं। प्रधानमंत्री जी द्वारा उज्ज्वला योजना चलाई जा रही है, इसी कड़ी में राज्य सरकार द्वारा प्रदेश के 01 लाख 76 हजार अंत्योदय कार्डधारकों को साल में तीन गैस सिलिण्डर मुफ्त दिये जा रहे हैं। राज्य सरकार प्रधानमंत्री जी द्वारा दिए गए मंत्र ‘बेटी बचाओ, बेटी पढ़ाओ‘ को लेकर समाज में सकारात्मक परिवर्तन लाने का प्रयास कर रही है। हमारी बेटियां हर क्षेत्र में आगे बढ़ें, देश का नाम रोशन करें, यह हम सबका दायित्व है। पर्वतीय क्षेत्रों में महिलाओं की राह को आसान करने के लिए सरकार ‘जल जीवन मिशन‘ योजना पर तेजी से काम कर रही है। हमारा लक्ष्य 2025 तक उत्तराखण्ड को देश के अग्रणी राज्यों की श्रेणी में शामिल करना है। इस लक्ष्य की प्राप्ति के लिए राज्य सरकार को मातृशक्ति का आशीर्वाद एवं समर्थन चाहिए।
महिला सशक्तिकरण एवं बाल विकास मंत्री रेखा आर्या ने कहा कि मुख्यमंत्री पुष्कर सिंह धामी के नेतृत्व में राज्य में महिलाओं को आर्थिक, सामाजिक एवं राजनीतिक रूप से सशक्त बनाने के लिए लगातार प्रयास किये जा रहे हैं। बेटी के पैदा होने पर महालक्ष्मी किट दी जा रही है। 12वीं पास करने पर नंदा-गौरा योजना के तहत बेटियों को 51 हजार रूपये की धनराशि दी जा रही है। विभाग द्वारा अनेक योजनाओं के माध्यम से महिलाओं को आत्मनिर्भर बनाने की दिशा में कार्य किये जा रहे हैं। उन्होंने कहा कि महिला सशक्तिकरण एवं सुरक्षा सप्ताह के तहत विभाग द्वारा पूरे सप्ताह कार्यक्रमों का आयोजन किया जा रहा है। इसके तहत आज महिला सुरक्षा एवं भागीदारी प्रोत्साहन जागरूकता कार्यक्रम आयोजित किया जा रहा है। द्वितीय दिवस में महिलाओं एवं बालिकाओं, विशेषकर अकुशल श्रमिक महिलाओं की स्वास्थ्य सुरक्षा हेतु स्वास्थ्य विभाग, जिला प्रशासन एवं श्रम विभाग के साथ समन्वयन कर निःशुल्क स्वास्थ्य शिविरों का आयोजन किया जायेगा। तृतीय दिवस मानव तस्करी एवं बाल विवाह निषेध सम्बंधित महत्वपूर्ण विषयों पर गृह विभाग के साथ समन्वयन कर जागरूकता अभियान चलाया जायेगा । चतुर्थ दिवस राज्य में संचालित सरकारी / निजी संस्थानों, प्रतिष्ठानों, उद्यमों, कार्यालयों, विश्वविद्यालयों एवं विद्यालयों में कार्यरत महिलाओं की सुरक्षा के संबंध में गृह विभाग द्वारा “गौरा शक्ति एप“ एवं “कार्यस्थल पर यौन उत्पीड़न“ के कानूनी प्रावधानों से सम्बंधित जन-जागरूकता अभियान कार्यक्रम किया जायेगा। पंचम दिवस में परिवहन विभाग द्वारा सार्वजनिक यातायात के साधनों, यथा-बसों, ऑटो, टैक्सियों पर आपातकालीन नम्बर-112, महिला हैल्पलाईन नम्बर-1090, के साथ-साथ “मैं महिला सुरक्षा के लिए प्रतिबद्ध हूँ“ टैग लाईन का अंकन किया जायेगा। षष्ठम दिवस में महिला सशक्तिकरण हेतु अन्तर्विभागीय योजनाओं की जानकारी प्रदान कर राज्य स्तरीय कार्यक्रम में निराश्रित/एकल महिलाओं के उत्थान कार्यक्रम आयोजित किये जायेंगे।
