मुख्यमंत्री धामी ने राज्य के विकास में मिल रहे केंद्र सरकार के सहयोग के लिये आभार व्यक्त करते हुए कहा कि प्रधानमंत्री के कुशल मार्गदर्शन में श्री केदारपुरी का पुनर्निर्माण, पावन बद्रीनाथ धाम का मास्टर प्लान एवं ऋषिकेश-कर्णप्रयाग रेल परियोजना निर्माण कार्य युद्ध स्तर पर गतिमान है। राज्य में समान नागरिक संहिता लागू करने की दिशा में राज्य सरकार आगे बढ़ रही हैं।
मुख्यमंत्री ने कहा कि केन्द्र पोषित योजनाओं के निर्धारण में राज्य की दुर्गम भौगोलिक परिस्थितियों को ध्यान में रखते हुए वन स्किम फिट ऑल के स्थान पर राज्य के अनुकूल टेलर मेड स्कीम तैयार करने पर भारत सरकार द्वारा विशेष ध्यान दिया जाना चाहिए। पर्यटन, हार्टीकल्चर तथा सगन्ध पौध आधारित केन्द्रीय योजनाओं से राज्य को लाभ होगा।
मुख्यमंत्री ने बरसाती नदियों को वैज्ञानिक आधार से ग्लेशियर आधारित नदियों से जोड़े जाने का सुझाव देते हुए कहा कि इसका लाभ उत्तराखण्ड राज्य को ही नहीं बल्कि पूरे राष्ट्र को होगा। मुख्यमंत्री ने भारत सरकार के सहयोग से पर्वतीय क्षेत्र में प्राकृतिक जल स्रोतों के पुनर्जीवीकरण हेतु एक विशेष अभियान को भी प्रारम्भ किये जाने का सुझाव दिया। उन्होंने उत्तराखण्ड की बाधित जल विद्युत परियोजनाओं के शीघ्र क्रियान्वयन हेतु भारत सरकार से सहयोग का भी अनुरोध किया।
मुख्यमंत्री ने कहा कि उत्तराखण्ड राज्य अपने वनों, बुग्यालों, ग्लेशियरों का संरक्षण करके राष्ट्र को महत्वपूर्ण इको सिस्टम सेवाएं उपलब्ध करा रहा है। भोपाल के ही प्रतिष्ठित भारतीय वन प्रबन्धन संस्थान के एक अध्ययन के अनुसार इन पारिस्थितिकी सेवाओं का वार्षिक मूल्य न्यूनतम रू. 95,000 करोड़ आंका गया है। मुख्यमंत्री ने राज्यों के मध्य संसाधनों के आवंटन में इन पारिस्थितिकी सेवाओं को महत्ता दिये का अनुरोध किया।
मुख्यमंत्री ने कहा कि देश-विदेश से बहुत अधिक संख्या में तीर्थ यात्रियों एवं पर्यटकों का आवागमन राज्य में होता है। उत्तराखण्ड की जनसंख्या लगभग सवा करोड़ है किन्तु प्रतिवर्ष उत्तराखण्ड में लगभग छः करोड़ लोगों का फ्लोटिंग पॉपुलेशन के रूप में आगमन होता है। इस प्रकार राज्य सरकार को लगभग सवा सात करोड़ लोगों हेतु अवस्थापना सुविधाओं की व्यवस्था करनी पड़ती है। अतः राज्य के सीमित संसाधनों के दृष्टिगत केन्द्र सरकार द्वारा वित्तीय संसाधनों के आवंटन में फ्लोटिंग पॉपुलेशन के इस महत्त्वपूर्ण तथ्य को भी ध्यान में रखा जाना चाहिये।
मुख्यमंत्री ने कहा कि उत्तराखण्ड के सीमान्त क्षेत्रों को सड़क, रेलवे व वायु मार्ग से जोड़ना अत्यावश्यक है। ऑल वेदर रोड का विस्तार सीमान्त क्षेत्र तक किया जाना चाहिए। राज्य के कुमाऊँ मण्डल में टनकपुर से बागेश्वर रेलवे लाइन का निर्माण किया जाए। सीमित संसाधनों के कारण उत्तराखण्ड राज्य को रेलवे परियोजनाओं के लागत में 50 प्रतिशत से अधिक की हिस्सेदारी की शर्त पर छूट मिलनी चाहिये। मुख्यमंत्री ने कहा कि वर्तमान में राज्य में नैनी सैनी, गौचर, चिन्यालीसौड़ हवाई पट्टियां विद्यमान हैं। सामरिक दृष्टि से इनके विस्तारीकरण और अन्य हैलीपोर्ट्स का भी निर्माण किये जाने की आवश्यकता है। कुमाऊँ एवं गढ़वाल क्षेत्र के मध्य तथा राज्य की ग्रीष्मकालीन राजधानी के निकट स्थित चौखुटिया क्षेत्र में एक नये एयरपोर्ट की स्थापना किया जाना आर्थिक एवं सामरिक दृष्टि से अत्यन्त आवश्यक है।
मुख्यमंत्री ने कहा कि उत्तराखण्ड की आपदा के प्रति संवेदनशीलता को देखते हुए राज्य को एक सशक्त वेदर फोरकास्टिंग सिस्टम, डॉप्लर रडार से युक्त अवस्थापना तंत्र की आवश्यकता है। मुख्यमंत्री ने भारत नेट-2 परियोजना के अन्तर्गत उत्तराखण्ड के मोबाइल एवं इंटरनेट कनेक्टिविटी विहीन 5942 ग्राम पंचायतों में कनेक्टिविटी प्रदान किये जाने हेतु भारत नेट-2 परियोजना के अन्तर्गत प्रस्तावित कार्य शीघ्र स्वीकृत किये जाने का अनुरोध किया।
मुख्यमंत्री धामी ने कैम्पा के तहत राष्ट्रीय प्राधिकरण के खाते में रखे जाने वाली 10 प्रतिशत की धनराशि को घटाकर 2 प्रतिशत करने का अनुरोध किया। उन्होंने कहा कि इस शेष 8 प्रतिशत धनराशि को राज्य की विषम भौगोलिक परिस्थितियों के दृष्टिगत कैम्पा में अनुमन्य गतिविधियों के अन्तर्गत वन एवं वन्य जीवों के संरक्षण व संवर्धन सम्बन्धी जनहित व कल्याणकारी योजनाओं के क्रियान्वयन हेतु उपयोग में लाया जा सकेगा।
मुख्यमंत्री ने कहा कि राज्य के सीमान्त जनपदों के हिमाच्छादित क्षेत्रों में हिम प्रहरी योजना लागू किया जाना प्रस्तावित है। हिम प्रहरी दल द्वारा दैवीय आपदाओं के समय सूचना, राहत एवं बचाव कार्य, ग्राम वासियों को सीमा सुरक्षा सम्बन्धी प्रशिक्षण, जागरूकता, आत्म-रक्षा का प्रशिक्षण का कार्य किया जायेगा। उन्होंने भारत सरकार से इसके लिये आर्थिक सहायता का अनुरोध किया।
