दिल्ली – मुख्यमंत्री पुष्कर सिंह धामी ने नई दिल्ली में प्रधानमंत्री नरेंद्र मोदी की अध्यक्षता में आयोजित नीति आयोग की शासी परिषद की 7 वीं बैठक में प्रतिभाग किया। मुख्यमंत्री ने कहा कि प्रधानमंत्री की अपेक्षा के अनुसार इक्कीसवीं शताब्दी के तीसरे दशक को उत्तराखण्ड का दशक बनाने के लिये राज्य सरकार ने आदर्श उत्तराखण्ड /2025 को अपना मंत्र बनाकर त्वरित गति से कार्य प्रारम्भ किया है। आजादी के अमृत काल के लिए आगामी 25 वर्ष की योजना बनाना भी प्रदेश की प्राथमिकता है।
मुख्यमंत्री ने कहा कि नीति आयोग द्वारा हिमालयी राज्यों में, यहां की इकोलॉजी, जनसंख्या धनत्व, फ्लोटिंग पॉपुलेशन व पर्यावरणीय संवेदनशीलता को देखते हुए ही विकास का मॉडल बनाया जाए, जो विज्ञान-प्रौद्योगिकी पर आधारित हो। प्रधानमंत्री के नेतृत्व में हिमालयी राज्यों के लिए एक विशेष गोष्ठी का आयोजन किया जाए। मुख्यमंत्री ने इसका आयोजन उत्तराखण्ड में करने का अनुरोध किया।
उत्तराखण्ड राज्य के कुछ महत्वपूर्ण नीतिगत बिन्दुओं की ओर ध्यान आकृष्ट करते हुए मुख्यमंत्री ने अनुरोध किया कि केन्द्र पोषित योजनाओं के फॉरम्यूलेशन में राज्य की विशिष्ट भौगोलिक परिस्थितियों को ध्यान में रखते हुए ‘वन स्किम फिट्स ऑल’ के स्थान पर राज्य के अनुकूल ‘टेलर मेड स्किम्स’ तैयार करने पर भारत सरकार द्वारा विशेष ध्यान दिया जाना चाहिये। पर्यटन, हार्टीकल्चर तथा सगन्ध पौध आधारित योजनाओं से राज्य को अत्यधिक लाभ प्राप्त होगा। जल धाराओं के पुनर्जीवीकरण के लिये एक वृहद कार्यक्रम जिसमें चेक डैम एवं छोटे-छोटे जलाशय निर्माण सम्मिलित हों, को प्रारम्भ करने की प्रबल आवश्यकता है। इसमें भारत सरकार का तकनीकी एवं वित्तीय सहयोग चाहिए होगा। उत्तराखण्ड सम्पूर्ण राष्ट्र को महत्वपूर्ण इको सिस्टम सर्विस उपलब्ध करा रहा है। राज्यों के मध्य संसाधनों के आवंटन में इन पारिस्थितिकी सेवाओं को भी देखा जाना चाहिए।
मुख्यमंत्री ने कहा कि देवभूमि उत्तराखण्ड में फ्लोटिंग जनसंख्या का दबाव अवस्थापना सुविधाओं पर पड़ता है। इस वर्ष अब तक लगभग 30 लाख चारधाम यात्री तथा चार करोड़ से अधिक कांवड़ियों का आवागमन राज्य में हुआ है व इस संख्या में निरन्तर वृद्धि होने की सम्भावनायें अत्यन्त प्रबल हैं। राज्य की अधिकांश स्थानीय निकायों का आकार एवं उनके वित्तीय संसाधन काफी कम है। इसलिये केन्द्र सरकार द्वारा वित्तीय संसाधनों के हस्तांतरण में इस महत्वपूर्ण तथ्य को भी ध्यान में रखा जाना चाहिए।
मुख्यमंत्री ने कहा कि वर्ष 2014 के बाद प्रधानमंत्री जी के आर्शीवाद से सड़कों, रेलमार्गो, स्वास्थ्य सेवाओं एवं विभिन्न केन्द्र पोषित योजनाओं से उत्तरोत्तर प्रगति के ओर अग्रसर हैं। विश्व प्रसिद्व तीर्थ स्थल बद्रीनाथ, केदारनाथ के मास्टर प्लान के अनुरुप पुनः निर्माण कार्य भी तीव्र गति से कराया जा रहा है। एसडीजी के लक्ष्यों को प्राप्त करने में उत्तराखण्ड अग्रणी राज्य रहा है।
प्रदेश में विभिन्न क्षेत्रों में विकास कार्यों के बारे में जानकारी देते हुए मुख्यमंत्री ने कहा कि राज्य में कृषि विविधिकरण की अपार सम्भावनायें हैं। मंडुआ, झिंगोरा, मादिरा, रामदाना, पर्वतीय दलहन जैसे गहथ, राजमा आदि तथा संगध एवं औषधीय पौधों को निरन्तर बढ़ावा दिया जा रहा है। सेब तथा उच्च मूल्य वाले कीवी फल के क्षेत्रफल और खाद्य प्रसंस्करण क्षमता को विस्तारित किया जा रहा है। राज्य में 38,500 हैक्टेयर क्षेत्रफल में मिलेट एवं पौष्टिक अनाज फसलों का जैविक उत्पादन किया जा रहा है। राज्य से डेनमार्क को मिलेट का निर्यात प्रारम्भ किया गया है। 6400 हैक्टेयर क्षेत्रफल में प्राकृतिक खेती के लिये क्लस्टर चयन की कार्यवाही पूर्ण कर ली गयी है।
राज्य में सगन्ध सेक्टर को बढ़ावा देने हेतु प्रधानमंत्री जी द्वारा अन्तर्राष्ट्रीय स्तर की स्टेट ऑॅफ द आर्ट लेबोरेट्रिज का लोकार्पण और सेंटर ऑफ एक्सीलेंस फॉर एरोमेटिक क्रॉप्स का शिलान्यास किया गया। राज्य में 40 एकड़ में ऐरोमा पार्क की स्थापना की गयी है। जिसमें ऐरोमा उद्योगों की स्थापना से लगभग रू0 300करोड के निवेश एवं 5000 से अधिक रोजगार के अवसर सृजित होंगे। प्रदेश में पर्यटन व हॉर्टीकल्चर को बढ़ावा देने के लिये हॉर्टी-टूरिज्म विकसित किया जा रहा है।
मुख्यमंत्री ने कहा कि राज्य द्वारा आस्ट्रेलिया से मैरिनों भेड़ों को आयात करके स्ट्रक्चर्ड ब्रीडिंग प्रोग्राम के माध्यम से गुणवत्ता सुधार एवं उत्पादकता में वृद्धि करके ऊन के क्षेत्र में अभिनव पहल की गयी है। लघु विकेन्द्रीकृत दुग्ध प्रसंस्करण इकाईयां के माध्यम से दूरस्थ स्थानों में हिमालयन हार्ड चीज (cheese) एवं घी जैसे मूल्य वर्धित दुग्ध उत्पाद तैयार किये जा रहे हैं। भारत सरकार द्वारा विकसित किये जा रह एग्री-स्टेक पोर्टल के लिये राज्य द्वारा अपेक्षित सभी कार्य समय पर पूरे कर लिये जायेंगे।
मुख्यमंत्री ने कहा कि नई शिक्षा नीति के क्रियान्वयन के लिये उत्तराखण्ड राज्य संकल्पबद्ध है। राज्य में 4457 को-लोकेटेड आंगनवाड़ी केन्द्रों में बालवाटिकायें प्रारम्भ हो चुकी है। राष्ट्रीय शिक्षा नीति के अनुपालन हेतु विभिन्न कार्यक्रम जैसे ‘‘प्रवेशोत्सव’’, ‘‘आरोही’’, ’’कौशलम्‘‘, ’’आनन्दम्‘‘, ’’विद्या सेतु‘‘ आदि संचालित किये जा रहे हैं। ऑनलाइन शिक्षा को बढ़ावा देने के लिए केन्द्रीय स्टूडियो तथा राज्य के समस्त 13 जनपदों के 500 विद्यालयों में वर्चुअल क्लास रूम की स्थापना की जा चुकी है। 200 विद्यालयों में 08 व्यावसायिक शिक्षा पाठ्यक्रम भी प्रारम्भ कर दिये गये हैं।
मुख्यमंत्री ने कहा कि उच्च शिक्षा में भी राज्य में शैक्षणिक सत्र 2022-23 से राष्ट्रीय शिक्षा नीति-2020 को लागू कर दिया गया है। विद्यार्थियों को भारतीय संस्कृति व इंडियन नॉलेज सिस्टम से परिचित कराने के उद्देश्य से वैदिक विज्ञान, वैदिक गणित व भगवत गीता से प्रबन्धन परिचय जैसे विषयों को सह-पाठ्यक्रम के रूप में लागू किया गया है। उच्च शिक्षा के अर्न्तगत राज्य में कुल 108 पाठ्यक्रम आनलाईन एवं ओपन डिस्टेन्स लर्निंग माध्यम से संचालित किये जा रहे हैं। उच्च शिक्षण संस्थानों में शोध व स्टार्ट-अप को बढ़ावा देने के उद्देश्य सेस्टार्ट-अप पॉलिसी लागू की गयी है। राज्य सरकार द्वारा नेशनल स्किल डेवलपमेंट कारपोरेशन के साथ एमओयू किया गया है जिससे राज्य के युवाओं के लिये विदेशों में रोजगार के अवसर सृजित होंगे।
मुख्यमंत्री ने कहा कि राज्य के स्थानीय निकायों में जीआईएस और ड्रोन मैपिंग द्वारा सम्पत्ति की माप एवं गणना तथा मास्टर प्लान तैयार किये जा रहे हैं। राज्य द्वारा भारत सरकार की अपेक्षा अनुसार टीओडी (ट्रांजिट ओरिएंटेड डेवलपमेंट) और टीडीआर (ट्रांसफेरेबल डेवलपमेंट राईट) पॉलिसी को अधिसूचित कर दिया गया है। उत्तराखण्ड में श्री केदारनाथ, श्री बद्रीनाथ एवं अन्य धार्मिक एवं पर्यटक स्थलों पर तीर्थ यात्रियों एवं पर्यटकों की अत्यधिक आवाजाही के कारण पार्किंग की गम्भीर समस्या रहती है। इसके समाधान के लिए पहाड़ों में अंडरग्राउंड/केविटी पार्किंग की शुरूआत की गयी है, जिससे बाहर से पहाड़/पेड़ कटान एवं पर्यावरण को नुकसान भी नहीं होगा तथा पहाड़ के अन्दर केविटी बनाकर पार्किंग की स्थापना की जायेगी। राज्य के स्थानीय निकायों में भुगतान सुविधा ऑनलाईन उपलब्ध है तथा नागरिकों के लिये महत्वपूर्ण ऑनलाईन सेवाएं राज्य के अपुणी सरकार पोर्टल पर उपलब्ध हैं।
