कुमाऊं मंडल के अंर्तगत 05 करोड़ से अधिक लागत की योजनाओं की समीक्षा बैठक सर्किट हाउस, काठगोदाम में मुख्यमंत्री पुष्कर सिंह धामी की अध्यक्षता में आयोजित की गई। मुख्यमंत्री द्वारा दैवीय आपदा, निर्माणदायी संस्था, कानून व्यवस्था व विकास कार्यों की समीक्षा बैठक लीगई। बैठक की अध्यक्षता करते हुए मुख्यमंत्री धामी ने मण्डलीय अधिकारियों को योजनाओं के सफल क्रियान्वयन हेतु सरलीकरण, समाधान व निस्तारण के मंत्र पर कार्य करने के निर्देश दिए, जिससे योजनाओं का अधिकतम लाभ ससमय आम जनमानस को मिल सके।
• पेयजल निगम, पिथौरागढ़ से सक्षम अधिकारी द्वारा बैठक में उपस्थित न होने पर सीएम ने नाराजगी व्यक्त करते हुए मण्डलायुक्त को स्पष्टीकरण लेने के निर्देश दिए।
• नए शासनादेश हेतु घोषणा।
बैठक में मुख्य अभियंता लोनिवि, राष्ट्रीय राजमार्ग, सिंचाई व अन्य विभाग के अभियंताओ द्वारा मुख्यमंत्री को अवगत कराया गया कि शासकीय विकास परक योजनाओं के निर्माण कार्यों में कतिपय ठेकेदारों द्वारा लेट लतीफी की जा रही है जिस सम्बन्ध में मुख्यमंत्री ने समस्त निर्माणदायी एजेंसियों को निर्देश दिए कि ऐसे ठेकेदारों को एक बार अंतिम मौका/चेतावनी देते हुए कार्यों में प्रगति लायी जाय। यदि चेतावनी के पश्चात भी ठेकेदार द्वारा समय से कार्य पूर्ण नहीं किया जाता है तो सम्बन्धित ठेकेदार को न्यूनतम 03 वर्ष के लिए डिबार्ड किया जाय जिससे वह सरकारी निविदा प्रक्रिया में भाग न ले सके।
इसके साथ ही मुख्यमंत्री ने कहा कि राष्ट्रीय राजमार्ग के कार्यों के लिए भूमि अधिग्रहण की प्रक्रिया में अधिक समय न लगे, इसके लिए सम्बन्धित उपजिलाधिकारी ही भूमि अधिग्रहण हेतु सक्षम प्राधिकारी (काला सम्बन्धित) कार्य के लिए पदेन सदस्य होंगे। इससे पूर्व राष्ट्रीय राजमार्ग में भूमि अधिग्रहण सम्बन्धी कार्यों के लिये शासन स्तर से काला को नोटिफाइड करना होता था जिसमें अधिक समय लग जाता था व विकास कार्यों में देरी होती थी।
मानसखण्ड कॉरिडोर के तहत अवसंरचना विकास।
मानस खण्ड कॉरिडोर के अंर्तगत 42 मंदिर चिन्हित किये गए है जिसके माध्यम से चरणबद्ध रूप से सड़कों का जाल बिछ जायगा व चौड़ीकरण होगा। सड़कों का विकास होने से पर्यटकों के लिए पर्यटन भी सुगम व सुलभ होगा साथ ही आर्थिकी भी सशक्त होगी।
• राजस्व वृद्धि के स्त्रोत बढ़ाए जाय।
राज्य के विकास हेतु आवश्यक है कि राजस्व के स्त्रोत भी विकसित हो, इसके लिए मण्डलायुक्त को राजस्व, जीएसटी विभाग व अन्य विभागों की समीक्षा करने के निर्देश दिए।
• आपदा हेतु अधिकारी अलर्ट व सतर्क रहें।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि किसी भी प्रकार की आपदा को रोका नहीं जा सकता किन्तु आपदा के प्रभाव को कम किया जा सकता है। आपदा न्यूनीकरण हेतु समस्त अधिकारी सतर्क व एलर्ट रहे जिससे ससमय राहत व बचाव कार्य किया जा सके। आपदाग्रस्त क्षेत्र में ससमय राशन, दवाई व अन्य मूलभूत आवश्यकताओं की आपूर्ति सुनिश्चित की जाय। सम्वेदनशील क्षेत्रों पर सभी जिलाधिकारी पैनी नजर रखे।
• विकास कार्यों में लेटलतीफी बर्दाश नहीं कि जायगी।
कार्यदायी संस्थाओं द्वारा पूर्ण किये जा चुके निर्माण कार्यों को हस्तगत किया जाय जिससे योजनाओं का उद्देश्य सिद्ध हो। अधिकारियों को योजनाओं की प्रगति टिप्स में रहनी चाहिये, इसके लिए अधिकारी स्वयं क्षेत्र का भ्रमण करें व समीक्षा बैठक ले।
• अधिकारी मिशन कर्मयोगी बनकर कार्य करें।
मुख्यमंत्री ने अधिकारियों को माननीय प्रधानमंत्री की कर्मयोगी अवधारणा के तहत कार्य करने के निर्देश दिए। कहा कि अधिकारी इस अनुरूप कार्य करें उनका कार्यकाल/सेवाकाल विशेष कार्यों के लिए जाना जाए।
• वर्ष 2025 में राज्य मनाएगा रजत जयंती।
इन तीन वर्षों में अधिकारी बेस्ट प्रक्टिसेस के तहत योजनाओं को चिन्हित करें, जिससे राज्य विशिष्ट कार्यों के लिए मॉडल बने व अपनी पहचान बना सके।
मुख्यमंत्री पुष्कर सिह धामी का गौलापार हैलीपैड पर गार्ड ऑफ सलामी दी गई। इसके पश्चात मुख्यमंत्री धामी ने समचार पत्र अमृत विचार के कार्यक्रम में शिरकत की।
बैठक में विधायक एवं पूर्व मंत्री बंशीधर भगत, सरिता आर्या, दीवान सिंह बिष्ट, रामसिंह कैडा, डा0 मोहन बिष्ट, मेयर डा0 जोगेन्दर रौतेला, आयुक्त दीपक रावत, डीआईजी नीलेश आनन्द भरणे, जिलाधिकारी धीराज सिह गर्ब्याल, एसएसपी पंकज भटट, आरएफसी कुमाऊं हरवीर सिह, अपर जिलाधिकारी शिवचरण द्विवेदी,सिटी मजिस्टेट ऋचा सिह, अशोक जोशी,उपनिदेशक अर्थसंख्या राजेन्द्र तिवारी के साथ ही समस्त मण्डलीय अधिकारी उपस्थित रहे।
