मुख्यमंत्री  पुष्कर सिंह धामी ने मंगलवार को प्रदेश में भारी वर्षा से उत्पन्न आपदा की स्थिति की मुख्य सचिव तथा अपर मुख्य सचिवों सहित शासन के उच्चाधिकारियों के साथ जनपदवार गहन समीक्षा की। प्रदेश के सभी जिलाधिकारी वीडियो कॉन्फ्रेंसिंग से जुडे थे। मुख्यमंत्री ने अधिकारियों से आपदा प्रभावितों को वितरित किये जाने वाले मुवावजे में व्यवहारिकता का ध्यान रखने तथा आपदा प्रभावित क्षेत्रों में गर्भवती महिलाओं को हेली सेवा उपलब्ध कराने के निर्देश दिये । उन्होंने बरसात के तुरन्त बाद प्रदेश की सड़कों की मरम्मत का कार्य प्रारम्भ करने तथा देहरादून की सड़कों अविलम्ब आवश्यक मरम्मत करने के भी निर्देश दिये।

मुख्यमंत्री ने निर्देश दिये कि सड़कों की मरम्मत से संबंधित डी.पी.आर. एवं टेंडर आदि की प्रक्रिया अभी से प्रारम्भ कर दी जाए ताकि बरसात समाप्त होते ही प्रदेश भर में सड़को की मरम्मत का कार्य आरम्भ हो सके। मुख्यमंत्री ने आपदा प्रभावितों को वितरित किये जाने वाले मुवावजे में व्यवहारिकता ध्यान रखे जाने पर बल देते हुए अधिकारियों को आपदा ग्रस्त क्षेत्रों का स्थलीय निरीक्षण कर प्रभावितों का मददगार बनने को कहा। मुख्यमंत्री ने सभी जिलाधिकारियों से नदियों के जलस्तर, लैंडस्लाइड, बन्द सड़कों, जानमाल की क्षति मुआवजा वितरण आदि की गहनता से समीक्षा करते हुए निर्देश दिए कि राजमार्गों के साथ ग्रामीण सड़कों को खोलने की सुचारू व्यवस्था के साथ आवश्यक उपकरणों की प्रभावित स्थलों पर व्यवस्था की जाए।

मुख्यमंत्री ने सभी जिलाधिकारियों को आपदा प्रबंधन की गाइड लाईन का गहनता से अध्ययन कर तदनुसार आपदा राहत हेतु निर्धारित मानकों से विभागों के स्तर पर राहत वितरण की कार्यवाही सुनिश्चत किये जाने के भी निर्देश दिये। उन्होंने प्राइमरी स्कूलों एवं आंगनबाडी के भवनों की आवश्यक मरम्मत पर भी ध्यान देने के निर्देश देते हुए कहा कि सड़क एवं स्कूल भवनों की मरम्मत के लिये धनराशि की कमी नही होने दी जायेगी। मुख्यमंत्री ने कहा कि आपदा पीड़ितों को खाद्यान, दवा, पेयजल आदि की निरन्तर आपूर्ति के साथ जलभराव वाले क्षेत्रों में बिजली के करेंट से कोई दुर्घटना न होने पाये यह भी सुनिश्चित किये जाने को कहा। उन्होंने सेल्टर होम में रहने वालों की भी पूरी मदद करने को कहा।

मुख्यमंत्री ने जिलाधिकारियों को संबोधित करते हुए कहा कि 09 अगस्त से 15 अगस्त तक प्रदेश में ‘मेरी माटी मेरा देश’ अभियान को राज्य में सफलतापूर्वक संचालित करने के लिए सभी विभाग आपसी समन्वय से कार्य करें। उन्होंने 15 अगस्त को हर घर तिरंगा कार्यक्रम की सफलता की भी कार्ययोजना बनाने को कहा तथा इसे जनआंदोलन बनाये जाने पर बल देते हुए इसमें सभी संगठनों, संस्थाओं का सहयोग लेने के निर्देश दिये। मुख्यमंत्री ने कहा कि आजादी के अमृत महोत्सव को राज्य में बेहतर ढंग से आयोजित किया गया है अब आजादी का अमृतकाल शुरू हो रहा है इस आयोजन को भी हमें सामुहिक प्रयासों से आयोजित करने पर ध्यान देना होगा।

सचिव आपदा प्रबंधन डॉ0 रंजीत कुमार सिन्हा ने प्रस्तुतिकरण के माध्यम से राज्य को आपदा मद में उपलबध करायी गयी धनराशि, प्रदेश में आपदा की स्थिति तथा भारी वर्षा के कारण फसलों आदि को हुए नुकसान तथा आपदा राहत हेतु जिलाधिकारियों को उपलबध करायी गई धनराशि आदि की जानकारी दी।

बैठक में मुख्य सचिव डॉ. एस. एस. संधु, अपर मुख्य सचिव राधा रतूड़ी, आनन्द बर्द्धन, प्रमुख सचिव आर. के. सुधांशु, डी.जी.पी. अशोक कुमार, सचिव अरविन्द सिंह ह्यांकी, श्री विनय शंकर पाण्डेय, रविनाथ रमन, डॉ. पंकज पाण्डेय, वी.वी.आर.सी. पुरूषोत्तम, डॉ. राजेश कुमार, श्री दीपेन्द्र चौधरी,  रणवीर सिंह, महानिदेशक शिक्षा एवं सूचना  बंशीधर तिवारी सहित अन्य उच्चाधिकारी तथा वीडियो कॉन्फ्रेंसिंग के माध्यम से सभी जिलाधिकारी उपस्थित थे।
