वाशिंगटन डी.सी. – अपने “अमेरिका फर्स्ट” व्यापार एजेंडे को और तेज करते हुए, डोनाल्ड ट्रम्प प्रशासन ने बुधवार को चुनिंदा वैश्विक टैरिफ (आयात शुल्क) को हाल ही में लागू 10 प्रतिशत से बढ़ाकर 15 प्रतिशत करने की घोषणा की है। हालांकि, एक रणनीतिक कदम के तहत, प्रशासन ने पुष्टि की है कि चीन को फिलहाल इस बढ़ोतरी से बाहर रखा जाएगा। यह निर्णय आने वाले हफ्तों में राष्ट्रपति ट्रम्प की बीजिंग की महत्वपूर्ण यात्रा को देखते हुए लिया गया है।

अमेरिकी व्यापार प्रतिनिधि (USTR) जैमिसन ग्रीर ने फॉक्स बिजनेस और ब्लूमबर्ग टीवी के साथ साक्षात्कार में इस योजना का खुलासा किया। उन्होंने बताया कि व्हाइट हाउस “जहां उचित हो” वहां अस्थायी शुल्कों को बढ़ाने के लिए एक उद्घोषणा तैयार कर रहा है। यह बदलाव 1974 के व्यापार अधिनियम की धारा 122 के लागू होने के बाद आया है, जिसके तहत इस सप्ताह की शुरुआत में 10 प्रतिशत का आपातकालीन टैरिफ प्रभावी हुआ था।

रणनीतिक तालमेल और व्यापार समझौते

नए प्रस्ताव का एक महत्वपूर्ण पहलू उन देशों के लिए “समायोजन” (accommodation) है जिनका संयुक्त राज्य अमेरिका के साथ सक्रिय व्यापार समझौता है। हालांकि ग्रीर ने उन देशों का स्पष्ट रूप से नाम नहीं लिया जिन पर 15 प्रतिशत का बोझ पड़ेगा, लेकिन उन्होंने संकेत दिया कि मौजूदा अंतरराष्ट्रीय दायित्वों के साथ निरंतरता सुनिश्चित करने के लिए उन देशों के साथ अलग व्यवहार किया जाएगा जिनके साथ द्विपक्षीय या बहुपक्षीय व्यापार सौदे हैं।

चीन पर टैरिफ को मौजूदा स्तर पर ही रखने के फैसले को राष्ट्रपति की यात्रा से पहले एक कूटनीतिक संकेत के रूप में देखा जा रहा है। फॉक्स बिजनेस नेटवर्क से बात करते हुए, यूएएसटीआर जैमिसन ग्रीर ने कहा: “अभी हमारे पास 10 प्रतिशत टैरिफ है। यह कुछ के लिए 15 प्रतिशत तक जाएगा और फिर दूसरों के लिए और भी अधिक हो सकता है… लेकिन हमारा इरादा चीन के लिए वर्तमान में लागू दरों से आगे बढ़ने का नहीं है। हम उनके साथ हुए समझौते पर कायम रहना चाहते हैं।”

अनुचित व्यापार प्रथाओं पर अंकुश

प्रशासन के नए दृष्टिकोण का मूल आधार अनुचित व्यापार प्रथाओं की ‘धारा 301’ के तहत जांच है। ये जांच उन देशों पर केंद्रित होगी जिन पर अतिरिक्त औद्योगिक क्षमता बनाए रखने, आपूर्ति श्रृंखलाओं में जबरन श्रम का उपयोग करने या अमेरिकी प्रौद्योगिकी कंपनियों के खिलाफ भेदभाव करने का आरोप है। ग्रीर ने विशेष रूप से चावल और समुद्री भोजन जैसे उत्पादों के लिए सरकारी सब्सिडी के संबंध में चिंताओं पर प्रकाश डाला, जो वैश्विक बाजारों को विकृत करते हैं।

यूएसटीआर ने 1930 के टैरिफ अधिनियम की धारा 338—जो एक सदी पुराना प्रावधान है—को एक वैध कानूनी उपकरण के रूप में भी इंगित किया। यह कानून अमेरिका को उन देशों के आयात पर 50 प्रतिशत तक का टैरिफ लगाने की अनुमति देता है जो अमेरिकी वाणिज्य के साथ अन्य देशों की तुलना में कम अनुकूल व्यवहार करते हैं।

कानूनी बाधाएं और आर्थिक दृष्टिकोण

प्रशासन ने स्वीकार किया कि इन आक्रामक उपायों को महत्वपूर्ण कानूनी चुनौतियों का सामना करना पड़ सकता है। ग्रीर ने उल्लेख किया कि “विदेशी हित” निश्चित रूप से इन शुल्कों को हटाने के लिए अमेरिकी सरकार के खिलाफ मुकदमे लाएंगे। कानूनी अनिश्चितता के बावजूद, प्रशासन का ध्यान उस समस्या पर बना हुआ है जिसे ट्रेजरी सचिव स्कॉट बेसेन्ट “अधिशेष औद्योगिक क्षमता” के रूप में वर्णित करते हैं, विशेष रूप से चीन और वियतनाम में, जहां लाभहीन कंपनियां सरकारी समर्थन के माध्यम से काम करना जारी रखती हैं।

धारा 122 और धारा 301 का उपयोग एक अधिक संरक्षणवादी (protectionist) अमेरिकी व्यापार नीति की वापसी का प्रतीक है, जिसका उद्देश्य व्यापार घाटे को कम करना और घरेलू विनिर्माण की रक्षा करना है। हालांकि 10 प्रतिशत का आपातकालीन टैरिफ सुप्रीम कोर्ट के उस फैसले की प्रतिक्रिया थी जिसने पिछले आपातकालीन उपायों को अमान्य कर दिया था, लेकिन इसे बढ़ाकर 15 प्रतिशत करना यह दर्शाता है कि प्रशासन टैरिफ को कूटनीतिक और आर्थिक बातचीत के प्राथमिक हथियार के रूप में उपयोग करने के लिए प्रतिबद्ध है।
