प्रदेश सरकार राजधानी देहरादून के विकास में दून वैली अधिसूचना को अड़चन मान रही है। दिल्ली में मुख्यमंत्री ने केंद्रीय वन, पर्यावरण एवं जलवायु परिवर्तन मंत्री के सामने यह मामला उठाया। सरकार का तर्क है कि इससे पर्यटन, उद्योग, खनन, चारा, लैंड यूज की अनुमतियों में दिक्कतें आ रही हैं।
चूना पत्थरों की खदानों से छलनी पहाड़ों की रानी मसूरी को हरा भरा बनाने में अहम भूमिका निभाने वाली दून वैली अधिसूचना अब राज्य सरकार की आंखों में खटक रही है। मसूरी के लिए फायदेमंद यह अधिसूचना दून राजधानी क्षेत्र की विकास योजनाओं के लिए घाटे का सौदा साबित हो रही है। यही वजह है कि राज्य सरकार ने दून घाटी अधिसूचना को वापस कराने के लिए कोशिशें तेज कर दी हैं।
मुख्यमंत्री पुष्कर सिंह धामी ने केंद्रीय वन, पर्यावरण एवं जलवायु परिवर्तन मंत्री से यह मसला उठाया है। दिल्ली प्रवास के दौरान मुख्यमंत्री इस संबंध में केंद्रीय मंत्री को पत्र सौंप चुके हैं। सरकार का तर्क है कि पिछले करीब दो दशक से देहरादून राज्य की राजधानी है, लेकिन अधिसूचना के प्रावधान राजधानी क्षेत्र के अवस्थापना विकास एवं क्षेत्र में स्थापित होने वालीं कई परियोजनाओं को प्रतिबंधित करते हैं।

अधिसूचना से ये हो रहीं दिक्कतें:
दून घाटी में प्रदूषण की रोकथाम के लिए 1989 में अधिसूचना जारी हुई थी। सरकार को लग रहा है कि इससे मसूरी और देहरादून घाटी में विभिन्न श्रेणियों के विकास और औद्योगिक गतिविधियां प्रतिबंधित हो रही हैं। लाल श्रेणी के उद्योगों पर पूर्ण पाबंदी लगी है। नारंगी श्रेणी की इकाइयों को राज्यस्तरीय पर्यावरण प्रभाव निर्धारण प्राधिकरण से स्वीकृति जरूरी है। घाटी में किसी भी खनन गतिविधि के लिए केंद्र सरकार का अनुमोदन होना चाहिए।

पर्यटन, भू उपयोग, उद्योग क्षेत्र सर्वाधिक प्रभावित:
पर्यटन उत्तराखंड राज्य की आर्थिकी का प्रमुख आधार है। घाटी क्षेत्र में पर्यटन से जुड़ी योजनाओं के लिए पर्यटन विकास योजना बनाकर उसे पर्यावरण मंत्रालय से पास कराना जरूरी है। चारा, भूउपयोग और औद्योगिक इकाइयों की अनुमति के मामलों में भी केंद्र की अनुमति जरूरी है। खनन और अन्य गतिविधियों के लिए भी मंत्रालय की इजाजत चाहिए।
चूना पत्थर की खदानें नहीं तो अधिसूचना क्यों:
सरकार की ओर से यह तर्क भी दिया जा रहा है कि 1989 में दून घाटी क्षेत्र यानी मसूरी क्षेत्र में बहुत अधिक संख्या में चूना पत्थर की खदानें थीं। प्रदूषण और पर्यावरण को रोकने के लिए अधिसूचना लागू हुई, लेकिन वर्तमान में चूना पत्थर की कोई खदान नहीं है। जहां खदानों से नुकसान हुआ, वर्तमान में वहां वनीकरण भी हो चुका है।
अधिसूचना वापस हो, अनुश्रवण तंत्र बनाएंगे:
मुख्यमंत्री ने केंद्र सरकार से अधिसूचना वापस लेने का अनुरोध किया है। साथ ही आश्वस्त किया है कि सरकार दून घाटी क्षेत्र में स्थापित होने वाले उद्योग व परियोजनाओं से प्रदूषण कम करने के लिए श्रेष्ठ तकनीक का उपयोग करेगी। राज्य स्तर पर एक प्रभावी अनुश्रवण तंत्र बनाकर अनुमति देने की प्रक्रिया अपनाई जाएगी।
दून घाटी क्षेत्र में वर्तमान में चूना पत्थर की खदानें नहीं हैं। खनन के जो भी प्रस्ताव होते हैं, वे सभी केंद्रीय वन, पर्यावरण एवं जलवायु परिवर्तन मंत्रालय को अनुमोदन के लिए भेजे जाते हैं। दून घाटी अधिसूचना में या तो वर्तमान परिस्थितियों के अनुरूप संशोधन हो या उसको वापस लिया जाए।
