मुख्यमंत्री श्री पुष्कर सिंह धामी ने आज देहरादून स्थित राजकीय दून मेडिकल कॉलेज में अर्पित फाउंडेशन द्वारा आयोजित ’’प्राइड मूवमेंट सम्मान समारोह’’ में प्रतिभाग किया।

इस मौके पर उन्होंने हाल में आई आपदा के दौरान राहत एवं बचाव अभियान में योगदान देने वाले एनडीआरएफ, एसडीआरएफ, पुलिस और आईटीबीपी के कर्मियों को सम्मानित किया। नकल विरोधी कानून लागू करने के लिए कार्यक्रम के दौरान छात्रों द्वारा मुख्यमंत्री का विशेष तौर पर स्वागत करते हुए आभार व्यक्त किया गया।

मुख्यमंत्री ने कहा कि यह सम्मान ऐसे कर्मियों के प्रति कृतज्ञता का प्रतीक है, जिन्होंने आपदा के दौरान राहत एवं बचाव अभियान में अपनी जान की परवाह किए बिना योगदान दिया है। मुख्यमंत्री ने कहा कि जब हम उत्तराखण्ड की बात करते हैं, तो केवल इसके प्राकृतिक सौंदर्य और आध्यात्मिकता की ही नहीं, बल्कि इसकी भौगोलिक कठिनाइयों और प्रत्येक वर्ष होने वाली आपदाओं की चुनौती भी स्वतः ही सामने आ जाती है। उन्होंने कहा कि हिमालय की गोद में बसे हमारे राज्य में भूस्खलन, बाढ़, अतिवृष्टि और अन्य प्राकृतिक आपदाएँ आना आम बात हैं। देवभूमि में रहते हुए हम यह जानते हैं कि प्रकृति का सौंदर्य जितना मनोहारी है, उतनी ही यहां चुनौतियाँ भी अप्रत्याशित हैं।

मुख्यमंत्री ने आपदाओं का जिक्र करते हुए कहा कि हम सबने वर्ष 2013 की केदारनाथ आपदा की त्रासदी को देखा है, जब जल प्रलय में हजारों लोगों की जान चली गई थी। इसी प्रकार वर्ष 2021 में चमोली की ऋषिगंगा और धौलीगंगा घाटी में आई आपदा ने पूरे देश को झकझोर दिया था। वर्ष 2023 में जोशीमठ का धंसाव भी एक बड़ी चुनौती के रूप में हमारे सामने आया। इस वर्ष भी उत्तरकाशी, चमोली और देहरादून के विभिन्न क्षेत्रों में भारी बारिश, अतिवृष्टि और भूस्खलन की अनेक घटनाओं का हमें सामना करना पड़ा। इन आपदाओं में कई लोगों की मृत्यु हुई, कई लोग लापता हुए और संपत्ति को भारी नुकसान पहुंचा।

मुख्यमंत्री ने कहा कि इन कठिन परिस्थितियों में हमारे सामने सबसे बड़ी चुनौती मानव जीवन की रक्षा करने की थी। यही समय था जब एसडीआरएफ, एनडीआरएफ सहित पुलिस- प्रशासन के लोगों ने आपदा में घायल और मलबे में फंसे हुए लोगों को सुरक्षित निकालने के लिए ग्राउंड जीरो पर लगातार काम किया।

मुख्यमंत्री ने कहा कि आपदा के समय हमारे राहत कर्मियों ने न केवल प्रभावित परिवारों को सुरक्षित स्थानों पर पहुंचाया, बल्कि पुनर्वास और राहत शिविरों का भी संचालन किया। मुख्यमंत्री ने कहा कि हम सिल्क्यारा टनल में फंसे मजूदरों के लिए चलाए गए अभियान को नहीं भूल सकते। तब दिन-रात चलने वाले बचाव अभियान पर पूरे देश की निगाह थी। परंतु बाबा बौखनाग के आशीर्वाद और प्रधानमंत्री श्री नरेंद्र मोदी के मार्गदर्शन ने हमारे अभियान को सफल बनाया।

मुख्यमंत्री ने कहा कि वह जब भी आपदा प्रभावित क्षेत्रों का दौरा करते हैं, तो बचाव और राहत कर्मियों के जज्बे को देखकर उन्हें विश्वास हो जाता है कि हम प्रत्येक चुनौती का सामना करने में सक्षम हैं। मुख्यमंत्री ने आपदा राहत कार्यों में सहयोग प्रदान करने के लिए आदरणीय प्रधानमंत्री श्री नरेन्द्र मोदी और गृह मंत्री श्री अमित शाह का आभार व्यक्त करते हुए कहा कि प्रधानमंत्री ने स्वयं देहरादून आकर आपदा पीड़ितों से मिलकर उनका दर्द बाँटा, उनकी समस्याएँ सुनीं और समीक्षा बैठक कर त्वरित निर्णय भी लिए। प्रधानमंत्री ने उत्तराखण्ड की जनता के लिए ₹1200 करोड़ की विशेष राहत राशि की घोषणा भी की, जिससे पुनर्वास और पुनर्निर्माण कार्य में हमें बड़ी सहायता मिली।

मुख्यमंत्री ने कहा कि आपदा केवल इमारतें या सड़कें ही नहीं तोड़ती, आपदा लोगों के आत्मविश्वास और भविष्य को भी चोट पहुंचाती है। इसलिए राज्य सरकार ने यह सुनिश्चित किया है कि आपदा पीड़ितों को केवल मुआवज़ा ही न दिया जाए, बल्कि उनके पुनर्वास और उनकी आजीविका पर भी विशेष ध्यान दिया जाए। मुख्यमंत्री ने कहा कि राज्य सरकार ने एसडीआरएफ जवानों को ड्रोन, सैटेलाइट आधारित मॉनिटरिंग और अत्याधुनिक रेस्क्यू गियर जैसे अत्याधुनिक उपकरण उपलब्ध कराए हैं। साथ ही, आपदा मित्र योजना के अंतर्गत गांव-गांव में स्थानीय युवाओं को प्रशिक्षित किया जा रहा है। इसके साथ ही सड़क और पुल निर्माण में डिजास्टर रेजिलिएंट तकनीक का उपयोग भी अनिवार्य किया गया है।

मुख्यमंत्री ने कहा कि सरकार ने आपदा प्रबंधन प्रशिक्षण को स्कूल-कॉलेजों में शामिल करने की प्रक्रिया भी प्रारंभ की है, ताकि हमारी आने वाली पीढ़ी आपदा के खतरों से और बेहतर तरीके से निपट सके।

इस अवसर पर विधायक श्री प्रेमचंद अग्रवाल, स्वामी रूपेन्द्र प्रकाश, श्री कृष्ण गिरी महाराज, अपर पुलिस महानिदेशक श्री वी. मुरूगेशन, कार्यक्रम की संयोजक श्रीमती हनी पाठक मौजूद रहीं।
