विधानसभा का बजट सत्र मंगलवार से शुरू हो गया। सदन में बजट पेश होने से पहले शून्यकाल में मुख्य विपक्षी दल कांग्रेस ने किच्छा से विधायक तिलकराज बेहड़ से वहां के कोतवाल द्वारा कथित अभद्रता के मामले को जोर-शोर से उठाते हुए हंगामा किया। सरकार ने इसका संज्ञान लेते हुए किच्छा के कोतवाल को हटाने के निर्देश दे दिए।
बजट सत्र के दौरान प्रश्नकाल में विपक्ष मुखर रहा तो शून्यकाल में भी उसने तेवर दिखाए। विधायक तिलकराज बेहड़ ने नियम-58 के अंतर्गत किच्छा क्षेत्र में सप्ताह में दो दिन लगने वाले हाट बाजार में रेलवे क्रासिंग के कारण जाम की स्थिति का मामला उठाया। उन्होंने कहा कि हाट बाजार में पुलिस कर्मियों की तैनाती के संबंध में जब कोतवाल से वार्ता की गई तो उनके साथ अभद्रता की गई। यह विधायक का अपमान है। इस पर विपक्ष के सदस्य नारेबाजी करने लगे।
संसदीय कार्यमंत्री प्रेमंचद अग्रवाल ने बताया कि कोतवाल द्वारा कथित अभद्रता के मामले की जांच चल रही है। अभी तक किसी प्रकार की लापरवाही की बात सामने नहीं आई है। हाट बाजार में पुलिस कर्मियों की तैनाती की व्यवस्था पहले से है। इस पर विपक्ष के सदस्य नारेबाजी करते हुए पीठ के सामने आ गए। हंगामे को देखते हुए विधानसभा अध्यक्ष ने सदन की कार्यवाही तीन बजे तक के लिए स्थगित कर दी।
भोजनावकाश के बाद सत्र की कार्यवाही शुरू होते ही विधायक बेहड़ फिर से इस मसले को लेकर पीठ के सामने आ गए। इस पर संसदीय कार्यमंत्री प्रेमचंद अग्रवाल ने कहा कि सदस्य ने यह भावना व्यक्त की है कि कोतवाल का व्यवहार उनके प्रति अच्छा नहीं था, जिसे सरकार ने गंभीरता से लिया है। उन्होंने सदन से ही संबधित कोतवाल को तत्काल हटाने के निर्देश जारी किए।
इससे पहले बसपा विधायक मोहम्मद शहजाद ने नशाखोरी का मामला उठाया और मांग की इसकी रोकथाम को प्रभावी कदम उठाए जाएं। संसदीय कार्यमंत्री ने इस संबंध में उठाए गए कदमों का ब्योरा रखा और बताया कि एंटी ड्रग टास्क फोर्स का पहले ही गठन किया जा चुका है। शून्यकाल में नियम-300 के अंतर्गत विधायक सुमित हृदयेश, प्रीतम पंवार, राम सिंह कैड़ा, सहदेव सिंह पुंडीर, भरत चौधरी व हरीश सिंह धामी की विभिन्न विषयों पर केंद्रित याचिकाएं स्वीकार की गईं।
