देहरादून – मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि हमारा प्रयास उत्तराखण्ड को 2025 तक देश के अग्रणी राज्यों में शामिल करने का है। इसके लिये जन भावनाओं के अनुरूप राज्य के विकास की दिशा का निर्धारण पर ध्यान दिया जा रहा है। हमारा प्रयास आगामी 5 सालों में प्रदेश के ग्रोथ रेट को दुगना करने का है। प्रदेश के विकास की उनकी अकेले की नही बल्कि 1.25 करोड़ प्रदेश वासियों की सामुहिक यात्रा है।
बुधवार को हरिद्वार बाईपास रोड़, आईएसबीटी के समीप स्थित एक होटल में आयोजित “बिल्डिंग न्यू उत्तराखण्ड कॉन्क्लेव” को सम्बोधित करते हुए मुख्यमंत्री ने प्रदेश की देवतुल्य जनता का आभार व्यक्त करते हुए कहा कि राज्य में एक ही दल की दो बार सरकार बनाने का मिथक तोड़ते हुए नया इतिहास बना है। हम जनता के साझीदार के रूप में कार्य करते हुए प्रदेश की सीमांत एवं सुदूर क्षेत्रों तक सरकार व शासर की पहुंच बनाने का कार्य कर रहे हैं। जन कल्याणकारी नीतियों एवं जन सुविधाओं का प्रभाव धरातल पर दिखाई दे इसके लिये भी प्रतिबद्धता के साथ कार्य किया जा रहा है। उन्होंने कहा कि स्वास्थ्य, शिक्षा, सड़क के साथ ही बागवानी व औद्योगिक विकास की दिशा में प्रभावी कार्य योजना बनायी गई है। राष्ट्रीय नई शिक्षा नीति प्रदेश में लागू की गई है।
मुख्यमंत्री ने कहा कि प्रधानमंत्री नरेन्द्र मोदी के मार्गदर्शन में राज्य सरकार, उत्तराखण्ड के चहुंमुखी विकास के लिए समर्पित भाव से जुटी है। लोगों को योजनाओं का लाभ मिले और उनकी समस्याओं का समाधान हो, इसके लिए सरलीकरण, समाधान, निस्तारण और संतुष्टि पर खास तौर पर फोकस किया गया है। अब प्रदेश का कोई भी व्यक्ति 1064 पर शिकायत कर भ्रष्टाचार को समाप्त करने मंख योगदान कर सकता है। हमने अपने वादे के अनुसार समान नागरिक संहिता के लिये समिति का गठन कर दिया है।समिति की तीन बैठकें भी हो चुकी हैं।
मुख्यमंत्री ने कहा कि चारधाम सर्किट में आने वाले सभी मंदिरों और गुरुद्वारों में भौतिक ढांचे और परिवहन सुविधाओं के विस्तार की हमारी योजना है। हम कुमाऊं के पौराणिक मंदिरों के लिये मानसखण्ड मंदिर माला मिशन पर भी काम कर रहे हैं। पर्वतीय क्षेत्रों में रोपवे नेटवर्क निर्माण के लिये पर्वत माला परियोजना पर कार्य किया जा रहा है। उन्होंने कहा कि चारधाम ऑल वेदर सड़क योजना, भारत माला व पर्वत माला योजनायें तथा हवाई अड्डों का विकास आवागमन को आसान बनाने का कार्य कर रहे हैं।
मुख्यमंत्री ने कहा कि उत्तराखण्ड राज्य अपने वनों, बुग्यालों, ग्लेशियरों का संरक्षण करके राष्ट्र को महत्वपूर्ण इको सिस्टम सेवाएं उपलब्ध करा रहा है। राज्यों के मध्य संसाधनों के आवंटन में इन पारिस्थितिकी सेवाओं को महत्ता दिये का अनुरोध नीति आयोग के साथ ही केन्द्र सरकार से किया गया है
मुख्यमंत्री ने कहा कि देश-विदेश से बहुत अधिक संख्या में तीर्थ यात्रियों एवं पर्यटकों का आवागमन राज्य में होता है। उत्तराखण्ड की जनसंख्या लगभग सवा करोड़ है किन्तु प्रतिवर्ष उत्तराखण्ड में लगभग छः करोड़ लोगों का फ्लोटिंग पॉपुलेशन के रूप में आगमन होता है। इस प्रकार राज्य सरकार को लगभग सवा सात करोड़ लोगों हेतु अवस्थापना सुविधाओं की व्यवस्था करनी पड़ती है। अतः राज्य के सीमित संसाधनों के दृष्टिगत केन्द्र सरकार द्वारा वित्तीय संसाधनों के आवंटन में फ्लोटिंग पॉपुलेशन के इस महत्त्वपूर्ण तथ्य को भी ध्यान में रखने की अपेक्षा की गई है।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा जनता की गई उम्मीदो, आकांक्षाओं, अपेक्षाओं पर हमारी सरकार खरा उतर रही है। उन्होंने कहा शुरुआती 100 दिनों में कई ऐतिहासिक निर्णय एवं राज्य के विकास हेतु विभिन्न योजनाएं चलाई गई है, आने वाले समय में भी हम जनहित को प्राथमिकता देते हुए कई योजनाएं चलाएंगे। हमारी सरकार के 100 दिन संकल्प समर्पण एवं प्रयास को समर्पित रहे।
मुख्यमंत्री ने कहा कि प्रधानमंत्री नरेन्द्र मोदी के नेतृत्व में देश में एक नई कार्य संस्कृति एवं कार्य व्यवहार आया है। हम उत्तराखण्ड में भी कार्य संस्कृति में सुधार ला रहे हैं। सचिवालय में सोमवार को नो मीटिंग डे रखा गया है ताकि शासन के अधिकारी लोगों से मिलने के लिये उपलब्ध रहें। जिला स्तरीय अधिकारियों को भी निर्देश दिये गये हैं कि वे सोमवार से शुक्रवार तक प्रातः 10 बजे से 12 बजे तक अपने कार्यालयों में आम जनता से मिलने के लिये उपलब्ध रहेंगे,अधिकारी व कर्मचारी समय पर कार्यालय आएं।
सीएम धामी ने कहा श्री केदारपुरी का पुनर्निर्माण प्रधानमंत्री जी के विजन, नेतृत्व एवं संकल्प का सर्वश्रेष्ठ उदाहरण है। बद्रीनाथ धाम के मास्टर प्लान पर भी काम हो रहा है। 125 किमी लम्बी ऋषिकेश-कर्णप्रयाग रेल परियोजना पर तेजी से काम चल रहा है। परियोजना को 2024-25 तक पूरा करने का लक्ष्य है। उन्होंने कहा प्रधानमंत्री जी की अपेक्षा अनुसार 21वी सदी का तीसरा दशक उत्तराखण्ड का होगा। हम अपने प्रत्येक संकल्प को पूरा करने के लिये प्रतिबद्ध है। हम विश्वास के साथ कह सकते हैं कि हम समृद्ध और आत्मनिर्भर उत्तराखण्ड का निर्माण करेंगे। उन्होंने कहा हमारी सरकार सभी की सहभागिता से विकास कार्य को आगे बढ़ाएगी। उत्तराखंड वन पर्यावरण प्राकृतिक संसाधनों की भूमि है यहां अपार संभावना है इन संभावनाओं को हम खोज विकास को स्वर्णिम रास्ते पर पहुचाएंगे।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि वीडीओ भर्ती की जांच एसटीएफ द्वारा की जा रही है उन्होंने कहा कि जांच में आने वाले प्रत्येक आरोपी को सलाखों के पीछे डाला जाएगा साथ ही आगे ऐसी घटना ना हो इसके लिए कारगर नीति बनाई जाएगी। जांच में बड़े से बड़े व्यक्ति का नाम आने पर भी उसे छोड़ा नहीं जाएगा जिन्होंने छात्रों के भविष्य के साथ खिलवाड़ किया है उन्हें सलाखों के पीछे डालने का काम हमारी सरकार करेगी। उन्होंने कहा कि ईमानदारी एवं मेहनत से परीक्षा देने वाले छात्रों के साथ न्याय होगा एवं उन्हें किसी तरह की परेशानी नहीं होगी। उन्होंने कहा आज उत्तराखंड राज्य का युवा स्वरोजगार स्टार्टअप के माध्यम से अन्य लोगों को भी रोजगार देने का कार्य कर रहा है। इस अवसर पर मुख्यमंत्री ने विभिन्न संस्थानों के प्रतिनिधियों को सम्मानित भी किया।
