सचिवालय में आधुनिक कार्यालय भवन निर्माण को मिली रफ्तार, औचक निरीक्षण में आवास सचिव डॉ आर राजेश कुमार ने दिए सख्त निर्देश
– आवास सचिव का साफ संदेश-निर्माण कार्यों में लापरवाही बर्दाश्त नहीं, गुणवत्ता और समय-सीमा पर जोर
देहरादून – आवास विभाग, राज्य सम्पत्ति विभाग की जिम्मेदारी संभालने के बाद से ही सचिव डॉ. आर. राजेश कुमार विभागीय कार्यों की लगातार समीक्षा कर रहे हैं। मुख्यमंत्री पुष्कर सिंह धामी के विजन को ज़मीन पर उतारने और सरकारी कार्यप्रणाली को और अधिक सुदृढ़ बनाने के उद्देश्य से डॉ. राजेश कुमार ने आज सचिवालय परिसर स्थित निर्माणाधीन आधुनिक कार्यालय भवन के कार्यों की समीक्षा की। इस दौरान उनके साथ एसएस रावत संयुक्त सचिव, राज्य संपत्ति, नीरज कुमार त्रिपाठी, अधिशाषी अभियंता लोकनिर्माण विभाग, संदीप वर्मा, अपर सहायक अभिंयता सिविल, गाविंद सिंह, सहायक अभियंता विधुत सहित ठेकेदार शिव कुमार अग्रवाल मौजूद रहे।
राज्य सम्पत्ति विभाग एवं निर्माण से जुड़े संबंधित अधिकारी मौजूद रहे। सचिव ने निर्माण कार्यों की प्रगति की विस्तार से जानकारी ली और स्पष्ट निर्देश दिए कि कार्य पूर्ण गुणवत्ता के साथ निर्धारित समय-सीमा में पूरा किया जाए। उन्होंने दो टूक कहा कि निर्माण कार्यों में किसी भी प्रकार की लापरवाही या गुणवत्ता से समझौता किसी भी स्थिति में बर्दाश्त नहीं किया जाएगा।
निर्माण कार्य तेजी से आगे बढ़ रहा
राज्य सम्पत्ति विभाग के नियंत्रणाधीन सचिवालय परिसर, देहरादून में विश्वकर्मा भवन के समीप 6 मंजिला (जी5 एवं एक बेसमेंट सहित) आधुनिक कार्यालय भवन का निर्माण कार्य तेजी से आगे बढ़ रहा है। यह भवन राज्य सरकार के विभिन्न विभागों के लिए आधुनिक, सुव्यवस्थित और सुविधाजनक कार्यालय सुविधा उपलब्ध कराने के उद्देश्य से बनाया जा रहा है। इस परियोजना को शासनादेश दिनांक 26 मार्च 2025 के अंतर्गत स्वीकृति प्रदान की गई है। भवन निर्माण की कुल लागत ₹5934.71 लाख है, जिसमें सिविल कार्य एवं विद्युतीकरण कार्य शामिल हैं। अब तक इस परियोजना पर लगभग ₹1400 लाख की धनराशि का आंवटन किया जा चुका है।
निर्माण एजेंसी और समय-सीमा
भवन के सिविल निर्माण कार्य का अनुबंध मैसर्स शिव कुमार अग्रवाल को दिया गया है। निर्माण कार्य को डेढ़ वर्ष की अवधि में पूर्ण किया जाना है, जिसकी अंतिम तिथि 24 जनवरी 2027 निर्धारित की गई है।
भवन की प्रमुख विशेषताएं
यह भवन 34×74 मीटर के प्लॉट पर निर्मित किया जा रहा है, जिसका कुल क्षेत्रफल 2516 वर्ग मीटर है। सभी मंजिलों को मिलाकर भवन का कुल निर्मित क्षेत्रफल लगभग 1,04,480 वर्ग फीट होगा। भवन के बेसमेंट में 25 कार पार्किंग और 100 दोपहिया वाहन पार्किंग की सुविधा उपलब्ध कराई जा रही है, जिससे सचिवालय परिसर में पार्किंग की समस्या से राहत मिलेगी। ग्राउंड फ्लोर पर एसबीआई बैंक, पोस्ट ऑफिस, प्रवेश लॉबी और वेटिंग एरिया का प्रावधान किया गया है। ऊपरी मंजिलों पर सचिव, अपर सचिव, उप सचिव, संयुक्त सचिव, अनुसचिव, स्तर के कार्यालय व उनके स्टाफ कक्ष, वेटिंग लॉबी और मीटिंग हॉल बनाए जा रहे हैं।
निर्माण की वर्तमान स्थिति
निर्माण कार्य की वर्तमान स्थिति के अनुसार भवन का फाउंडेशन कार्य पूर्ण हो चुका है। बेसमेंट का सिविल कार्य पूरा कर लिया गया है तथा ग्राउंड फ्लोर का कार्य प्रगति पर है, जिसे 10 फरवरी 2026 तक पूर्ण करने का लक्ष्य रखा गया है। वर्तमान में परियोजना की भौतिक प्रगति लगभग 15 प्रतिशत है। राज्य सम्पत्ति विभाग द्वारा निर्माण कार्यों की नियमित निगरानी की जा रही है। आवास सचिव डॉ. आर. राजेश कुमार ने स्पष्ट किया कि यह भवन सचिवालय की कार्यक्षमता बढ़ाने के साथ-साथ प्रशासनिक व्यवस्था को और अधिक प्रभावी एवं आधुनिक बनाएगा।
गुणवत्ता से समझौता नहीं- डॉ आर राजेश कुमार
सचिव डॉ आर राजेश कुमार ने कहा सचिवालय परिसर में निर्माणाधीन यह आधुनिक कार्यालय भवन राज्य की प्रशासनिक व्यवस्था को सुदृढ़ करने की दिशा में एक महत्वपूर्ण परियोजना है। मुख्यमंत्री पुष्कर सिंह धामी के विजन के अनुरूप हम सभी निर्माण कार्यों को समयबद्ध, पारदर्शी और उच्च गुणवत्ता के साथ पूरा करने के लिए प्रतिबद्ध हैं। अधिकारियों को स्पष्ट निर्देश दिए गए हैं कि निर्माण में किसी भी प्रकार की लापरवाही या गुणवत्ता से समझौता स्वीकार नहीं किया जाएगा। नियमित निरीक्षण और सतत निगरानी के माध्यम से यह सुनिश्चित किया जा रहा है कि कार्य निर्धारित मानकों के अनुसार आगे बढ़े। यह भवन भविष्य में बेहतर कार्यसंस्कृति और सुगम प्रशासन में महत्वपूर्ण भूमिका निभाएगा।
