उत्तराखंड की धामी सरकार राज्य में 65 नए जन औषधि केंद्र खोलने जा रही है। यह निर्णय विधानसभा के विशेष सत्र में चर्चा के बाद लिया गया। इन केंद्रों के माध्यम से दूरदराज के क्षेत्रों में सस्ती जेनेरिक दवाएं उपलब्ध कराई जाएंगी, जिससे आम जनता को स्वास्थ्य सेवाओं में सुविधा होगी।
कैबिनेट मंत्री गणेश जोशी ने सहकारिता क्षेत्र में भविष्य की योजनाओं को विधानसभा के विशेष सत्र के दौरान सदन में रखा। बताया कि 670 बहुद्देशीय प्रारंभिक कृषि ऋण सहकारी समितियां (एमपैक्स) में जन सुविधा केंद्र एवं किसान समृद्धि केंद्र खोले जाएंगे, साथ ही 65 स्थानों पर जन औषधि केंद्र स्थापित किए जाने की योजना है।
जोशी ने बताया कि अन्न भंडारण योजना के अंतर्गत अधिक से अधिक एमपैक्स में न्यूनतम 50 से 1000 मीट्रिक टन क्षमता के गोदामों का निर्माण किया जाएगा। साथ ही प्रदेश की समस्त ग्राम पंचायत स्तर पर तीन वर्ष के अंतर्गत फार्म मशीनरी बैंक की स्थापना की जाएगी।
ग्रीष्मकालीन धान के स्थान पर मक्का व अन्य वैकल्पिक खेती को वर्ष 2027 तक परिवर्तित कर दिया जाएगा। एग्रीस्टैक के माध्यम से कृषक एवं फसलों को वर्ष 2027 तक डिजिटलाइजेशन किया जाएगा।
जंगली जानवरों से फसलों की सुरक्षा के लिए विभिन्न योजनाओं से तार-बाड़ तथा स्थानीय सहयोग से आगामी पांच वर्ष में सुरक्षा प्रदान की जाएगी। उत्तराखंड के पर्वतीय क्षेत्र में उत्पादित होने वाले प्राकृतिक एवं औषधीय गुणवत्ता वाले उत्पाद को दृष्टिगत रखते हुए उत्पाद को सर्टिफिकेशन के साथ निर्यात को बढ़ावा दिया जाएगा।
महिलाओं की संपत्ति स्वामित्व में 20 प्रतिशत की वृद्धि
कैबिनेट मंत्री जोशी ने कहा कि युवाओं के नेतृत्व वाले पशुधन उद्यमों को दोगुना करना और महिलाओं की संपत्ति के स्वामित्व में 20 प्रतिशत की वृद्धि की जाएगी। उत्तराखंड पोल्ट्री नीति विकास के तहत उद्यमिता को बढ़ावा देने के लिए पहाड़ी क्षेत्रों के लिए 40 प्रतिशत और मैदानी क्षेत्रों के लिए 30 प्रतिशत सब्सिडी पर ऋण के लिए पूंजीगत व्यय पर लाभ दिया जाएगा। है। राज्य में नौ नये अतिरिक्त आदर्श पशु चिकित्सालयों को स्थापित किया जाएगा। वर्ष 2030 तक एफएमडी और पीपीआर जैसी संक्रामक रोगों का उन्मूलन किया जाएगा।
सहकारी बैंकों को डिजिटल बैंक से जोड़ा जाएगा
जोशी ने सदन को बताया कि राज्य व जिला सहकारी बैंकों में डिजिटल बैंकिंग, इंटरनेट बैंकिंग व यूपीआइ सेवाएं लागू की जाएगी। देश का प्रथम सहकारी विश्वविद्यालय, त्रिभुवन सहकारी परिसर उत्तराखंड में स्थापित किया जाएगा।
सैनिक और उनके परिवारों के लिए कौशल विकास
कैबिनेट मंत्री गणेश जोशी ने कहा कि सरकार सैनिकों एवं उनके परिवारों के कौशल विकास और रोजगार में भी विशेष ध्यान दे रही है। पूर्व सैनिकों और वीरांगनाओं को इको-टूरिज्म, जैविक खेती, बागवानी, मुर्गी पालन एवं तकनीकी व्यवसायों के लिए प्रशिक्षण एवं अनुदान युक्त ऋण सुविधा प्रदान की जा रही है।
