प्रत्येक नगर वार्ड में निराश्रित कुत्तों की संख्या और उनके क्षेत्रीय वितरण को ध्यान में रखते हुए समर्पित भोजन स्थल चुने जाएंगे। नगर निकाय में आवेदन करने के बाद निराश्रित कुत्तों को   गोद ले सकेंगे। सुप्रीम कोर्ट के आदेश को शहरी विकास विभाग ने प्रदेश के निकायों में लागू किया है।

अब शहरी क्षेत्रों में घूमने वाले निराश्रित कुत्तों के हर वार्ड में भोजन स्थल बनेंगे। उन्हें कोई भी व्यक्ति गोद ले सकेगा। जिसके लिए संबंधित नगर निगम, नगर पालिका या नगर पंचायत में आवेदन करना अनिवार्य होगा। इस संबंध में सुप्रीम कोर्ट के आदेश के तहत शहरी विकास विभाग ने सभी निकायों के लिए नियमावली जारी कर दी।

सुप्रीम कोर्ट ने निराश्रित कुत्तों के संबंध में 22 अगस्त को आदेश जारी किया था। इसी आदेश के क्रम में शासन ने नियम जारी किए हैं। अपर सचिव संतोष बडोनी की ओर से इस संबंध में निर्देश निदेशक शहरी विकास, सभी नगर आयुक्त नगर निगम, अधिशासी अधिकारी नगर पालिका व नगर पंचायत को भेजे गए हैं।

निराश्रित कुत्तों के लिए ये होंगे नियम

-प्रत्येक नगर वार्ड में निराश्रित कुत्तों की संख्या और उनके क्षेत्रीय वितरण को ध्यान में रखते हुए समर्पित भोजन स्थल चुने जाएंगे। यह सुनिश्चित करना होगा कि भोजन स्थल पर्याप्त संख्या में हों, जिससे कुत्ते उस क्षेत्र से बाहर न जाएं। चुने गए भोजन स्थलों के आसपास बच्चों और बुजुर्गों की ज्यादा आवाजाही न होती हो।

-कुत्तों के लिए निर्धारित भोजन स्थलों के अलावा अन्य कहीं भोजन न दे सकेंगे। प्रत्येक भोजन स्थल पर स्पष्ट सूचना पट्ट लगाए जाएंगे, जिन पर लिखा होगा कि कुत्तों को केवल इन्हीं स्थलों पर भोजन करा सकते हैं। इसका उल्लंघन कर कहीं और भोजन देने वालों के खिलाफ नियमानुसार कार्रवाई होगी।

-कुत्तों के भोजन स्थलों की जानकारी देने के लिए नगर निकायों को जनजागरूकता अभियान संचालित करना होगा। समर्पित हेल्पलाइन जारी करनी होगी। तब तक के लिए सभी शिकायतें सीएम हेल्पलाइन 1905 पर दर्ज की जा सकती हैं।

-पशु संरक्षक निराश्रित कुत्तों को इन्हीं भोजन स्थलों पर भोजन व जल उपलब्ध करा सकते हैं लेकिन यहां स्वच्छता बनाए रखने और खाद्य अपशिष्ट निस्तारण की जिम्मेदारी भी निभानी होगी।

-कुत्ता प्रेमी लोग इन निराश्रित कुत्तों को गोद भी ले सकेंगे। इसके लिए संबंधित नगर निकाय में आवेदन करना होगा। गोद लिए गए कुत्ते को चिह्नित कर विधिवत अनुमति दी जाएगी। एक बार गोद लेने के बाद उसका परित्याग नहीं कर सकते।

-रैबीज ग्रस्त या हिंसक प्रवृत्ति के कुत्तों को एबीसी या डॉग केयर सेंटर पर निगरानी में रखा जाएगा। सामान्य प्रवृत्ति के कुत्तों का बधियाकरण और एंटी रैबीज टीकाकरण करने के बाद वापस छोड़ा जाएगा।

-कुत्तों को पकड़ने के लिए डॉग हैंडरों को उचित प्रशिक्षण देना होगा।

हर निकाय से अपेक्षा की गई है कि निराश्रित कुत्तों के संबंध में शिक्षण संस्थानों, एनजीओ, पशु प्रेमियों से सहयोग ले। इसका प्रचार-प्रसार किया जाए।

-जिन कुत्तों का बधियाकरण व टीकाकरण होगा, उनका अभिलेखीकरण भी करना होगा। वार्डवार चिह्नित भोजन स्थलों का रिकॉड रखा जाएगा। इस संबंध में निदेशक शहरी विकास को अपनी रिपोर्ट शासन को उपलब्ध करानी होगी।
