शासन ने खरीफ खरीद सत्र 2025-26 के लिए निर्देश जारी कर दिए हैं। प्रदेश के 625 केंद्रों में आज से धान और मंडुवे की खरीद शुरू होगी।
प्रदेश के 625 केंद्रों में आज से धान और मंडुवे की खरीद होगी। प्रमुख सचिव एल फैनई ने इस संबंध में आयुक्त खाद्य और विभिन्न जिलों के जिलाधिकारियों को निर्देश जारी किया है।
बगैर पंजीकृत किसानों से नहीं होगी खरीद
नीति में के अमुसार क्रय संस्थाओं की ओर से ई-खरीद साफ्टवेयर से ऑनलाइन धान खरीद की प्रक्रिया को अनिवार्य रूप से अपनाया जाएगा। किसी कारण से ऑनलाइन खरीद नहीं होती है तो क्रय केंद्रों पर धान की खरीद नहीं रोकी जाएगी।
धान विक्रय करने के लिए प्रत्येक किसानों को क्रय एजेंसी में पंजीकरण करना अनिवार्य होगा। बिना पंजीकरण किसान का धान नहीं खरीदा जाएगा। बिचौलियों से किसानों को बचाने के लिए जिला प्रशासन की ओर से किसानों की सूची क्रय केंद्रों को उपलब्ध कराई जाएगी। साथ ही किसान को 24 घंटे के भीतर धान मूल्य का भुगतान किया जाएगा।
विभाग करेगा नए बोरों की व्यवस्था
खाद्य एवं आपूर्ति विभाग की ओर से क्रय संस्थाओं को बोरे उपलब्ध कराए जाएंगे। नए बोरों का क्रय पटसन आयुक्त कोलकाता के माध्यम से किया जाएगा। नए बोरे उपलब्ध होनेे तक राइस चावल मिलर्स से उधार पर बोरों की व्यवस्था की जाएगी। संभागीय खाद्य नियंत्रकों को बोरे उपलब्ध कराने की जिम्मेदारी सौंपी गई।
प्रमुख सचिव ने जारी निर्देश में कहा, धान की खरीद के लिए गढ़वाल में 67 और कुमाऊं मंडल में 283 केंद्र बनाए जाएंगे। जबकि मंडुवे की खरीद के लिए गढ़वाल में 120 और कुमाऊं के 275 केंद्रों में इसकी खरीद की जाएगी।
प्रमुख सचिव ने कहा, किसानों को उनकी उपज का लाभकारी मूल्य दिलाने और लक्ष्य के अनुरूप खरीद वाली संस्थाओं, कर्मचारियों और अधिकारियों को पुरस्कृत किया जाएगा। जबकि इसमें लापरवाही या लक्ष्य के अनुरूप खरीद में योगदान न देने पर उन्हें दंडित करने के लिए अनुशासनात्मक कार्रवाई की जाएगी।
निर्देश में कहा गया है कि सरकार ने धान कॉमन श्रेणी का न्यूनतम समर्थन मूल्य 2369 रुपये प्रति क्विंटल और ग्रेड ए का 2389 घोषित किया है। वहीं, मंडुवा का न्यूनतम समर्थन मूल्य 4886 रुपये प्रति क्विंटल घोषित किया गया है। धान और मंडुवे की खरीद 31 दिसंबर तक होगी।
