वित्त एवं जिला प्रभारी मंत्री डॉ प्रेम चंद अग्रवाल अपने निर्धारित कार्यक्रमानुसार गुरुवार को उत्तरकाशी पहुंचे। जिला सभागार उत्तरकाशी में मीडिया से मुखातिब होते हुए वित्त मंत्री ने केन्द्रीय बजट 2023-24 को अमृतकाल का यह पहला बजट कहा। उन्होंने कहा कि इस बजट में आजादी के सौ साल बाद के सशक्त भारत की परिकल्पना को साकार करने का संकल्प दिखाई देता है। इस समावेशी बजट में सभी के हितों का ध्यान रखा गया है। किसान, मध्यम वर्ग महिला, युवा, बुर्जुग के साथ-साथ औद्योगिक एवं प्रोद्योगिकी विकास की स्पष्ट रूपरेखा दिखती है। उन्होंने कहा कि बजट की अवधारणा समावेशी विकास, वंचितो को वरीयता एवं अन्तिम छोर तक पहुँचना, बुनियादी ढांचा एवं निवेश, क्षमता विस्तारण, हरित विकास, युवा शक्ति, वित्तीय क्षेत्र को समर्पित आदि प्राथमिकताओं पर आधारित है।
केबिनेट मंत्री ने कहा इस बजट से केन्द्रीय करों में राज्य का अंश बढ़ गया है। गत वर्ष में प्रावधानित धनराशि के सापेक्ष लगभग 25 प्रतिशत की वृद्धि के साथ उत्तराखण्ड को लगभग 11420 करोड़ की प्राप्ति की सम्भावना है। इस बजट में 50 वर्ष के लिए ब्याज मुक्त ऋण को एक वर्ष के लिए पुनः विस्तारित किया गया है। योजना के अन्तर्गत परिव्यय बढ़ा दिया गया है, जिससे आगामी वर्ष में पूंजीगत परिसम्पत्तियों के सृजन में फायदा होगा। उन्होंने कहा कि जनता को समर्पित यह बजट मा. प्रधानमंत्री जी की दूरदर्शी सोच को साकार करने में सफल होगा। बजट में कृषि के क्षेत्र में जहाँ एक ओर परम्परागत कृषि और मिलेट (मोटा अनाज) को प्रोत्साहन दिया जा रहा है, वहीं खेती में स्टार्ट-अप को प्रोत्साहित किया जायेगा । प्राकृतिक खेती अपनाने के लिए प्रोत्साहन दिया जायेगा वैकल्पिक उर्वरकों को बढ़ावा देने के लिए पी.एम. प्रणाम योजना की शुरूआत की जायेगी।
वित्त एवं शहरी मंत्री ने कहा कि पूंजीगत परिसम्पत्तियों के लिए राज्यों के अन्तरण, रेलवे, राष्ट्रीय सड़क मार्ग प्राधिकरण, जल जीवन निशन, सीमान्त क्षेत्र विकास योजना, प्रधानमंत्री आवास योजना के परिव्यय में हुयी वृद्धि से प्रदेश में पूंजीगत परिसम्पत्तियों के सृजन को तीव्रगति मिलने की सम्भावना बड़ी हैं। ग्रीन हाइड्रोजन मिशन में प्राविधानित धनराशि से राज्य में अतिरिक्त संसाधन उपलब्ध होने की उम्मीद है। कहा कि मातृभूमि की सेवा करने के लिए ‘अग्निवीर योजना‘ प्रदेश के युवाओं के लिए महत्वपूर्ण है। बड़ी संख्या में हमारे युवा अग्निवीर के रूप में अपनी भूमिका निभा रहे हैं। इस बजट में अग्निवीर के भविष्य को और सुरक्षित बनाने के लिए विशेष प्रयास किये जा रहे हैं मासिक आधार पर उनके वेतन से 30 प्रतिशत् के साथ-साथ सरकार द्वारा अपनी ओर से 30 प्रतिशत् धनराशि मिलाकर उनकी वित्तीय सुरक्षा का विशेष प्रयास किया गया है। बजट में अनेक केन्द्र पोषित योजनाओं के परिव्यय में वृद्धि की गयी है। केन्द्र पोषित योजनाओं परिव्यय में वृद्धि से राज्य को लाभ मिलने की सम्भावना है। इस बजट में युवाओं की स्किल ट्रैनिंग पर विशेष जोर दिया गया है। इसके अतिरिक्त प्रधानमंत्री कौशल विकास योजना 4.0 की शुरूआत की जायेगी। प्रदेश के युवा निश्चित रूप से इन योजनाओं से लाभान्वित होंगे। उन्होंने कहा कि जी-20 सम्मेलन का आयोजन लगभग 54 स्थानों पर किया जा रहा है और यह गौरव की बात है कि इसमें दो कार्यक्रम हमारे राज्य में भी आयोजित होंगे। जी-20 सम्मेलन के माध्यम से उत्तराखण्ड की संस्कृति को बढ़ाने, स्थानीय उत्पादों को परोसने एवं यहां की आवोहवा को विश्व पटल पर पहचान मिलेगी।
