देहरादून – मुख्यमंत्री पुष्कर सिंह धामी ने राज्य में जेल विकास बोर्ड के रिवाल्विंग फण्ड स्थापित करने पर सहमति देते हुए शुरूआती 1 करोड़ रूपये की धनराशि जारी करने के निर्देश दिए है। इस रिवाल्विंग फण्ड की मदद से जहां एक ओर कैदियों में इन्टरप्रिन्योरशिप व स्वरोजगार को प्रोत्साहन मिलेगा दूसरी ओर सरकारी विभागों में उत्पादों की आपूर्ति अधिक से अधिक राज्य के कारागारों से सुनिश्चित करवाने के प्रयास किए जाएंगे। मंगलवार को सचिवालय में जेल विभाग की समीक्षा बैठक के दौरान मुख्यमंत्री पुष्कर सिंह धामी ने जेलों की आधुनिकीकरण प्रक्रिया में तेजी लाने के निर्देश दिए। उन्होंने राज्य की समस्त जेलों में विडियों कॉन्फ्रेसिंग के माध्यम से न्यायालयों के समक्ष कैदियों के पेशी की व्यवस्था किये जाने हेतु जेलों में वीसी हॉल तथा तकनीकी विकास की एक कार्ययोजना जल्द से जल्द बनाने के निर्देश दिए। आईजी कारागार विमला गुंज्याल ने जानकारी दी कि राज्य की 03 जेलों में पूर्णतः सीसीटीवी कैमरे लग चुके है तथा 07 जेलों में सीसीटीवी लगाने का कार्य चल रहा है। जेलों में 89 बॉडी वॉन कैमरों की भी व्यवस्था की गई है। ई-मुलाकात के तहत कैदियों एवं उनके परिजनों हेतु वीडियो कॉल की सुविधा उपलब्ध है। ई-प्रिजन के माध्यम से बन्दियों के रिकार्ड डिजिटाइज किए गए है। अभी तक 4868 बंदियों को विडियों कॉन्फ्रेसिंग के माध्यम से न्यायालयों में पेश किया गया है। मुख्यमंत्री धामी ने कहा कि राज्य के कारागारों को आदर्श जेलों के रूप में विकसित किया जाना चाहिए। जेलों में कैदियों में सुधार के साथ ही ट्रैंनिंग के माध्यम से उनमें इन्टरप्रिन्योरशिप विकसित की जानी चाहिए। उन्हें स्वरोजगार की दिशा में प्रोत्साहित किया जाना चाहिए। इस दिशा में राज्य सरकार के विभिन्न विभागों, अस्पतालों तथा स्कूलों की वर्दी सिलाई का काम कैदियों से करवाएं जाने हेतु कार्ययोजना पर कार्य किया जा रहा है। सरकारी विभागों के सामानों की अधिक से अधिक आपूर्ति भी कारागारों से करवाये जाने का प्रयास किया जाएगा।
मुख्यमंत्री पुष्कर सिंह धामी ने कैदियों के एम्स ऋषिकेश में उपचार हेतु एम्स से एमओयू करने तथा एक कार्पस फंड की व्यवस्था के भी निर्देश दिए। मुख्यमंत्री ने कहा कि सभी कैदियों तथा उनके परिजनों के आयुष्मान कार्ड बनाने हेतु जेलों में कैम्प लगाए जाए। राज्य का कारागर विभाग जल्द ही आदर्श कारागार लखनऊ के तर्ज पर उत्तराखण्ड में अच्छे आचरण वाले कैदियों को कारागर से बाहर सेल्यून, प्रेस, बढ़ई, मोटर बाइन्डिंग जैसे कामों पर लगाए जाने हेतु कार्ययोजना पर कार्य कर रहा है।
बैठक में मुख्यमंत्री की अध्यक्षता में उत्तराखण्ड कारागार विकास बोर्ड के गठन पर भी चर्चा की गई। इसके साथ ही राज्य में कारागार विभाग के मुख्यालय निर्माण हेतु उपयुक्त भूमि आवंटन पर विचार किया गया। मुख्यमंत्री द्वारा पुलिस एवं होमगार्ड विभाग की भांति जेल कर्मचारी कल्याण कोष गठन पर भी सहमति व्यक्त की गई।
बैठक में अपर मुख्य सचिव राधा रतूड़ी, आईजी रिद्धिम अग्रवाल, अपर सचिव कार्मिक अतर सिंह सहित कारागार तथा पुलिस विभाग के वरिष्ठ अधिकारी उपस्थित थे।
