देहरादून – मुख्यमंत्री पुष्कर सिंह धामी ने पुलिस लाईन रेस कोर्स, देहरादून में आयोजित कार्यक्रम में प्रतिभाग करते हुए प्रशासनिक भवन, क्वार्टर गार्द एवं बैरक का शिलान्यास किया, एवं हीरो मोटोकॉर्प लि. द्वारा सीएसआर मद से उत्तराखण्ड पुलिस को प्रदान की गई 150 चीता मोबाइल बाइक का फ्लैग ऑफ किया।
इस दौरान कार्यक्रम को संबोधित करते हुए मुख्यमंत्री पुष्कर सिंह धामी ने प्रशासनिक भवन, कार्ग क्वार्टरगार्द एवं बैरक का शिलान्यास पर पुलिस प्रशासन को बधाई दी। उन्होंने कहा आज शिलान्यास के साथ ही पुलिस विभाग द्वारा की जा रही लंबे समय से एक मांग पूरी हुई है। राज्य सरकार का यह संकल्प है कि किसी भी कार्य योजना का शिलान्यास यदि हमारी सरकार में हुआ है तो उसका लोकार्पण भी हमारी सरकार में होगा। इस निर्माण कार्य के पूर्ण होते ही पुलिस जवानों को सीधे तौर पर इसका लाभ मिलेगा, अच्छे रहन-सहन के साथ अच्छी सेवाएं हमारे जवान इस राज्य को दें ऐसी अपेक्षा करता हूं। इस पुलिस लाईन के कार्मिकों के लिए काफी महत्वपूर्ण एवं सुविधायुक्त होगा। उन्होंने कार्यदायी संस्था व पुलिस विभाग से कहा कि नवीन आधुनिक भवन समस्त आधारभूत सुविधाओं से युक्त होना चाहिए। उन्होंने निर्माण के दौरान गुणवत्ता को लेकर विशेष तौर पर ध्यान रखने की बात कही साथ ही निर्माण कार्य में किसी तरह की लापरवाही न बरती जाने के भी निर्देश दिए। उन्होंने कहा की जनपद देहरादून में राज्य स्तर एवं राष्ट्रीय स्तर के कार्यक्रम होते रहते हैं, जिसके लिए राज्य की पुलिस लाईन में उच्च कोटि के प्रशासनिक भवन की आवश्यकता होती है, राज्य में कानून व्यवस्था बनाये रखने हेतु अत्यधिक पुलिस बल एवं पीएसी व्यवस्थापन होने के कारण पुलिस लाइन, देहरादून में पुलिस बल का अत्यधिक दबाव बना रहता है, जिसके लिए अतिरिक्त बैरक के निर्माण किया जाना आवश्यक है।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि कोरोना काल के दौरान पुलिस द्वारा किए गए कार्यों की जितनी सराहना की जाए उतनी कम है। वर्तमान में चल रही चार धाम यात्रा में पुलिस प्रशासन की अहम भूमिका है। पुलिस पूर्ण रूप से अपना सहयोग दे रही है, साथ ही मसूरी, नैनीताल जैसे पर्यटक स्थल जहां भारी संख्या में लोग आते हैं वहां पर कानून व्यवस्था बनाए रखने का काम पुलिस बखूबी निभाती है।
इस दौरान सरकार द्वारा पुलिस कल्याण हेतु किए गए विभिन्न कार्यों के बारे में अवगत करवाते हुए मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि उत्तराखण्ड पुलिस के आधुनिकीकरण हेतु भारत सरकार के गृहमंत्री जी के द्वारा आकस्मिकता निधि के अन्तर्गत केन्द्र सरकार की ओर से रू0 5 करोड़ की धनराशि स्वीकृत करायी गयी है। वाहनों के क्रय हेतु भी रू0 3 करोड़ की धनराशि स्वीकृत की गयी है। चीता पुलिस को आधुनिक बनाने हेतु लगभग रू० 3 करोड़ के स्मॉल आर्मस् क्रय किये गये है। कोविड के दौरान सरकार द्वारा फ्रन्ट लाईन वॉरियर होने के कारण प्रत्येक पुलिस कर्मी को रू 10 हजार प्रोत्साहन राशि प्रदान किया गया। कर्मचारियों के कल्याण हेतु रू0 2.5 करोड़ का भी बजट में प्रावधान किया गया है। अपराधियों को दण्डित/गिरफ्तारी हेतु भी पुलिस कर्मियों को दिये जाने वाले पुरस्कार की धनराशि में भी बढ़ोतरी की गयी है। उत्तराखण्ड पुलिस विभाग में नियुक्त हेड कानि० / कानि० एवं चतुर्थ श्रेणी कर्मियों को वर्दी किट के स्थान पर क्रमशः ₹ 2250 व ₹ 1500 प्रति वर्ष वर्दी भत्ता स्वीकृत किया गया है। जिसमें शीघ्र ही और वृद्धि की जाएगी। उन्होंने कहा जीवन रक्षक निधि के अन्तर्गत 10 सेवारत पुलिस कार्मिकों एवं उनके आश्रित सदस्यों को उपचार हेतु रु 30.40 लाख अग्रिम धनराशि स्वीकृत की गई। पुलिस शहीद कोष के अन्तर्गत कुल 14 मृतक पुलिस कर्मियों के आश्रितों को रु० 1-1 लाख की तत्काल आर्थिक सहायता प्रदान की गई।
मुख्यमंत्री धामी ने पुलिस कार्मिकों की पदोन्नति एवं भर्ती कार्य के संबंध में अवगत करवाया की मृतक आश्रित में 13 अभ्यर्थियों को सेवायोजन प्रदान किया गया। मुख्य आरक्षी ना०पु० / अभिसूचना / पीएसी/स०पु० के रिक्त 723 पदों पर विभागीय पदोन्नति परीक्षा के माध्यम से चयन किया गया है। पुलिस लिपिक संवर्ग के कार्मिकों को पदोन्नति प्रदान की गयी है। उप निरीक्षक ना०पु० / अभिसूचना / पीएसी एवं फायर सर्विस द्वितीय अधिकारी के 221 पदों पर सीधी भर्ती हेतु विज्ञप्ति जारी की गयी। इसके साथ ही उत्तराखण्ड के बेरोजगार युवाओं को रोजगार प्रदान करने के दृष्टिगत आरक्षी ना०पु०/अभिसूचना / पीएसी / फायर सर्विस के 1521 पदों पर सीधी भर्ती हेतु विज्ञप्ति जारी की गयी तथा इस हेतु 17 भर्ती केन्द्रों पर शारीरिक दक्षता परीक्षा की कार्यवाही प्रचलित है। उन्होंने बताया मुख्य आरक्षी, पुलिस दूरसंचार के रिक्त 272 पदों पर सीधी भर्ती हेतु की गयी विज्ञप्ति पर लिखित परीक्षा इस माह जुलाई-2022 में प्रस्तावित है। इन सभी परीक्षाओं के आयोजन का दायित्व उत्तराखण्ड अधीनस्थ सेवा चयन आयोग को दिया गया है।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि हमारी सरकार प्रधानमंत्री के विजन के अनुरूप उत्तराखण्ड पुलिस को स्मार्ट पुलिस बनाने की ओर अग्रसर है। पुलिस को ज्यादा सख्त एवं संवेदनशील, तकनीकी एवं सचल, सतर्क एवं जवाबदेह, विश्वसनीय एवं प्रतिक्रियाशील, तकनीकी रूप से कुशल एवं दक्ष बनाना चाहती है, इसके लिए सरकार द्वारा यथासंभव प्रयास किये जा रहें हैं। इस दौरान उन्होंने भविष्य में निर्माणाधीन बहुद्देशीय कार्यालय भवन के एलिवेशन को पर्वतीय वास्तुशिल्प के अनुसार बनाया जाने की बात कही।
अपर मुख्य सचिव राधा रतूड़ी ने कहा की उत्तराखंड मित्र पुलिस निरंतर आगे बढ़े इसके लिए सरकार कंधे से कंधा मिलाकर पुलिस प्रशासन के साथ खड़ी है उन्होंने कहा जनता एवं पुलिस अधिकारियों के बीच दूरी नहीं होनी चाहिए। उन्होंने कहा पुलिस का व्यवहार ही समाज में सरकार के व्यवहार को दर्शाता है। उन्होंने पुलिस सेवा के दौरान सरल, मिलनसार एवं मित्रता का भाव अपनाने की बात कही।
डीजीपी अशोक कुमार ने कहा कि आने वाले समय में इस तरह के प्रशासनिक भवन को उत्तराखंड शैली में विकसित किया जाएगा उन्होंने कहा पौड़ी चमोली एवं पिथौरागढ़ मैं भी जवानों की सुविधा अनुसार भवनों को अपग्रेड करने की योजना बनाई जा रही है। इस दौरान उन्होंने अवगत करवाया कि मुख्यमंत्री पुष्कर सिंह धामी के निर्देशों अनुसार बाहरी लोगों का सत्यापन उत्तराखंड पुलिस द्वारा बड़े स्तर पर जारी है एवं शहरों में लगे अवैध लाउडस्पीकर जिनसे ध्वनि प्रदूषण को बढ़ावा मिलता है ऐसे अवैध स्पीकर को हटाने का कार्य भी जारी है। उन्होंने कहा उत्तराखंड पुलिस को देश की सर्वश्रेष्ठ पुलिस बनाने हेतु हम सरकार से समन्वय बनाकर लगातार कार्य कर रहे हैं।
