हरिद्वार – मुख्यमंत्री पुष्कर सिंह धामी ने आन्नेकी हेत्तमपुर में प्रधानमंत्री आवास योजना (शहरी) के अन्तर्गत किफायती आवास योजना घटक के तहत उत्तराखण्ड आवास एवं विकास परिषद द्वारा निजी सहभागिता से 17,332.07 लाख रूपये की लागत से बनने वाले कुल 2464 ईडब्ल्यूएस आवासीय भवनों(विधान सभा क्षेत्र-रानीपुर के लिये 1152, खानपुर के लिये 768 एवं मंगलौर के लिये 544) का शिलान्यास किया। इस अवसर पर मुख्यमंत्री ने रोशनाबाद-बिहारीगढ़ मार्ग के मध्य क्षतिग्रस्त हेत्तमपुर पुल का पुननिर्माण करने तथा इसकी निगरानी के लिये समिति गठित करने की घोषणा की। उन्होंने इस मौके पर एकल आवासीय मानचित्रों की स्वीकृति की प्रक्रिया का सरलीकरण किए जाने हेतु बनी ऐप का भी शुभारम्भ किया।
कार्यक्रम को संबोधित करते हुए मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि प्रधानमंत्री आवास योजना के अन्तर्गत आन्नेकी हेत्तमपुर, शिकारपुर एवं मंगलौर में तीन परियोजनाओं में 2464 ई0डब्ल्यू०एस० आवासीय भवनों का शिलान्यास किया जाना, देश के प्रधानमंत्री नरेन्द्र मोदी एवं राज्य सरकार की सफल नीति का परिणाम है। उन्होंने प्रधानमंत्री आवास योजना का जिक्र करते हुय कहा कि प्रधानमंत्री जी के कर कमलों द्वारा माह दिसम्बर, 2021 में 2424 ई0डब्ल्यू0एस0 आवासीय भवनों के शिलान्यास के साथ उत्तराखण्ड में इस आवासीय योजना का शुभारम्भ हुआ, जिन पर निर्माण कार्य गतिमान है। उन्होंने कहा हमारे देश व प्रदेश की माताएं व बहनें जिनके पास रहने को छत नहीं थी, उनके दुख-दर्द को देखकर प्रधानमंत्री जी द्वारा प्रारम्भ की गई इस योजना से प्रत्येक निर्धन एवं निराश्रित परिवार को छत उपलब्ध कराकर आसूं पोछने जैसा परोपकारी कार्य किया गया है। उन्होंने कहा हमने निर्धन माताएं एवं बहनों का ध्यान रखते हुए आवास आवंटन में महिला सदस्य को प्राथमिकता दी है। उन्होंने कहा सरकार द्वारा दुर्बल आय वर्ग के व्यक्तियों को आवास दिये जाने हेतु निरन्तर प्रयास किये जा रहे हैं।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि राज्य सरकार द्वारा भारत सरकार से स्वीकृत उपरान्त 25 परियोजनाओं के अन्तर्गत कुल 22,440 आवास बनाये जाने का कार्य किया जा रहा है। उन्होंने कहा कि राज्य सरकार का संकल्प है कि मार्च, 2024 तक समस्त आवासों का कार्य पूर्ण कर लाभार्थियों को कब्जा हस्तांतरित किया जायेगा। उन्होंने कहा हमारी सरकार का लक्ष्य है कि हम पारदर्शी, समयबद्ध एवं भष्ट्राचार मुक्त प्रक्रिया के तहत एकल आवासीय मानचित्रों की स्वीकृति की प्रक्रिया, जो पहले काफी जटिल थी, उसका भी सरलीकरण किया गया है।
मुख्यमंत्री ने डिजिटल इण्डिया मिशन का जिक्र करते हुये कहा कि इसको ध्यान में रखते हुए राज्य सरकार द्वारा चौबीस घण्टे बिल्डिंग परमिट आवेदन सेवा, आवेदनों का समय पर निस्तारण, मानचित्र हेतु कार्यालय जाने की निर्भरता की समाप्ति, निःशुल्क पूर्व स्वीकृत मानचित्र की उपलब्धता, डिजिटल हस्ताक्षरित मानचित्र आवेदक को मेल द्वारा प्राप्ति की सुविधा एवं ऑनलाइन के माध्यम से अपनी आवासीय फाइल की सूचना आदि की व्यवस्था से आवेदक को लाभान्वित किया जा रहा है।
सीएम पुष्कर सिंह धामी ने कहा कि प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में आज हमारा देश हर क्षेत्र में आगे बढ़ रहा है। उन्होंने कहा कि पहले सैनिकों को गोली का जवाब देने के लिए परमिशन लेनी पड़ती थी लेकिन आज दुश्मनों को गोली का जवाब गोलों से दिया जा रहा है। उन्होंने कहा कोरोना काल में कोई परिवार भूखा न सोए इसके लिए प्रधानमंत्री श्री नरेंद्र मोदी के नेतृत्व में 80 करोड लोगों को मुफ्त में राशन देने का कार्य किया गया। उन्होंने कहा कि विभिन्न भौगोलिक परिस्थितियों के बावजूद संपूर्ण देश में वैक्सीनेशन का कार्य किया गया। उन्होंने कहा आज प्रधानमंत्री जी के नेतृत्व में भारत हर दिन नई ऊंचाइयों को छू रहा है। उन्होंने कहा की मोदी जी के नेतृत्व में हम सभी एक भारत, श्रेष्ठ भारत के निर्माण के लिए प्रतिबद्ध है। प्रधानमंत्री श्री नरेंद्र मोदी ने कश्मीर को दो विधान, दो निशान और दो संविधान से छुटकारा दिलाने का काम कर इतिहास रचा है। उन्होंने कहा प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में भव्य राम मंदिर का निर्माण कार्य तेज गति से चल रहा है। उन्होंने कहा प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में देश के विभिन्न क्षेत्रों की कार्यशैली में बदलाव आया है। आज प्रत्येक योजनाएं जमीनी स्तर पर लागू हो रही हैं एवं प्रत्येक वर्ग के ध्यान में रखकर योजनाओं का संचालन किया जा रहा है तथा अंतिम छोर पर खड़े व्यक्ति तक सरकार पहुंचे, इसके लिए कई कार्य किए गए हैं। प्रधानमंत्री गरीब कल्याण अन्न योजना, मुद्रा योजना, मातृ वन्दना योजना, किसान सम्मान निधि योजना आदि अनेक योजनाओं के तहत प्रदेश के गरीब से गरीब व्यक्ति को लाभान्वित किये जाने का कार्य सरकार द्वारा किया जा रहा है।
मुख्यमंत्री ने कहा कि हमारी सरकार सरलीकरण, समाधान और निस्तारण के मूलमंत्र पर काम कर रही है। साथ ही सचिवालय में एक दिन ’’नो मीटिंग डे’’ की व्यवस्था की गई है ताकि अधिकारी जनता की समस्याओं को गंभीरता से सुनें एवं उस पर कार्य करें। उन्होंने कहा कि अधिकारियों को प्रत्येक दिन 10से 12 बजे तक जनता की समस्याओं के निस्तारण करने के भी निर्देश दिये गये हैं। उन्होंने कहा हमारी सरकार ने जो संकल्प लिए हैं उन्हें पूरा किया जा रहा है।
भ्रष्टाचार का जिक्र करते हुये पुष्कर सिंह धामी ने कहा कि भ्रष्टाचार के खिलाफ सरकार की लगातार कार्रवाई जारी है। हमारी सरकार ने भ्रष्टाचार शिकायत हेल्पलाइन नम्बर जारी किया है, उन्होंने जनता से भ्रष्टाचार के खिलाफ आवाज उठाने की अपील करते हुए कहा कि जिनको भी भ्रष्टाचार की शिकायत करनी होगी, उनकी पहचान गुप्त रखी जाएगी।
कार्यक्रम को सम्बोधित करते हुये हरिद्वार सांसद डॉ0 रमेश पोखरियाल ’निशंक’ ने प्रधानमंत्री नरेन्द्र मोदी का जिक्र करते हुये कहा कि उन्होंने आपको आवास का यह तोहफा भेजा है, जिनकी नजर अन्तिम पायदान पर बैठे व्यक्ति पर है, मैं आपको बधाई देने आया हूं। उन्होंने कहा कि प्रधानमंत्री जी ने पूरी दुनियां में भारत का सिर ऊंचा किया है। उन्होंने कहा कि उत्तराखण्ड हिमालयी राज्यों में विकास के क्षेत्र में नम्बर-1 पर है तथा हरिद्वार में भी चारों ओर विकास के कार्य चल रहे हैं। इस मौके पर उन्होंने मुख्यमंत्री को चम्पावत से रिकार्ड जीत के लिये बधाई दी।
कैबिनेट मंत्री प्रेमचन्द्र अग्रवाल ने प्रधान मंत्री आवास योजना का जिक्र करते हुये कहा कि इस योजना के तहत लाखों लोगों को आवास मिल रहा है तथा पण्डित दीन दयाल उपाध्याय के अन्तिम छोर पर खडे़ व्यक्ति के विकास की परिकल्पना भी साकार हो रही है।
समारोह को रानीपुर विधायक आदेश चौहान, खानपुर विधायक उमेश कुमार, मंगलौर विधायक सरवत करीम अंसारी ने भी सम्बोधित किया।
कार्यक्रम स्थल पहुंचने पर मुख्यमंत्री एवं गणमान्य व्यक्तियों का विशाल माला एवं प्रतीकर चिह्न भेंटकर भव्य स्वागत व अभिनन्दन किया गया।
